      The Scientific Council of the Nizhny Novgorod Institute of Management of the Presidential Academy considered experts' proposal to add an additional attribute to the official holiday "Russia Day" — the date of the founding of Russian statehood. The initiative was prepared by a professional expert-analytical group created in October 2025 at the suggestion of Professor Andrey Dakhin of the Department of Philosophy, Sociology and Psychology of Management at the Nizhny Novgorod Institute of Management.

      "The normative and unambiguous enshrinement in federal legislation of the concept of 'Russia Day' and its official mandatory attributes has not yet been formalized by a special document. To strengthen the public perception of the idea of a continuous thread in the history of Russian statehood, it is advisable to introduce among the mandatory official attributes of the 'Russia Day' holiday a figure reflecting the historical age of Russian statehood," explained Professor Andrey Dakhin.

      According to the institute's specialists, Russian statehood developed over more than a thousand years. One possible date of its origin named by experts is the year 862 — the time of Rurik's invitation. However, members of the Scientific Council noted that the issue requires additional clarification.

      The expert-analytical group proposed to enshrine the date of the founding of statehood in Russia at the regulatory level and include it among the official attributes of the "Russia Day" holiday. To do this, in the experts' view, a special decree of the President of the Russian Federation should be adopted, which would define the key meaning of the holiday as a symbol of the more-than-millennial history of Russian statehood, the traditions of its development and the continuity of the country's historical path.

      The meeting also discussed the digitalization of occupational safety, including the use of virtual reality technologies in training, and plans to launch new educational programs, among them "Legal Support for the Use of Artificial Intelligence" and "Economic Foundations of Public Administration."

      The Chair of the Scientific Council and director of the Nizhny Novgorod Institute of Management of the Presidential Academy, Ekaterina Lebedeva, reported that the Academy is developing a program with an off-site module focused on studying best management practices and unique initiatives in regional branches and in Moscow. The mechanism envisions academic mobility: part of the curriculum will be completed by students at the main campus and part sequentially at different branches.

      "To adopt the experience of other regions, study their best management practices, and discover something new is a unique opportunity that, I hope, we will be able to provide our students in the future," Ekaterina Lebedeva said.
