Residents of Nizhny Novgorod were told what is causing the arch of the Chkalov Staircase to deteriorate.

      The Administrative Department of the Government of Nizhny Novgorod Oblast explained the causes of the damage to the Chkalov Staircase and outlined planned measures after an incident in which a fragment of the structure fell onto a car. The comment was provided at the request of NIA "Nizhny Novgorod."

      According to the authorities, the overall poor condition of the arch of the staircase in Nizhny Novgorod is primarily due to repeated impacts of the upper parts of truck bodies against the arch vault over the passage and the adjoining lower part of the facade. These impacts compromise the integrity of the plaster layer, leading to moisture ingress and further deterioration of the coating.

      The Administrative Department of the regional government recalled that the installation of warning road signs in 2021–2024 did not solve the problem of truck traffic passing through the arch. In August 2025 it initiated the coordination of a scheme for placing clearance gates with the Traffic Management Center (TsODD) and the city administration.

      TsODD is currently finalizing work on developing a new traffic organization scheme for this section of the Nizhnevolzhskaya Embankment.

      In response to NIA's request, it was also stated that the repair of the staircase’s exterior plaster coating was carried out in 2021 by LLC "Fregat," and its warranty period has not expired. Under the warranty obligations, the contractor must rectify the identified defects and take measures to prevent similar collapses from recurring. The technical condition of the arch remains under the supervision of specialists from the State Budgetary Institution of Nizhny Novgorod Oblast "Nizhny Novgorod Kremlin."

      "The Administrative Department is in contact with the owner of the vehicle to settle the damage," the agency concluded.
