      An expert council of the State Council commission on the "Environmental Well-Being" direction has begun its work in Russia. Its first meeting was held on November 20 at the initiative of the commission's chair — Governor of the Nizhny Novgorod Region Gleb Nikitin.

      The council was created to develop new tools and management models for ecological resilience, ecosystem services and natural capital. This activity will become part of the implementation of the national project "Environmental Well-Being," launched in 2025 at the direction of the President of Russia.

      Opening the meeting, Gleb Nikitin noted that forming an expert community will make it possible to build a strategic system for managing natural resources at all levels — from federal to municipal.

      "Today it is especially important to create effective economic incentives for businesses so that they are interested in preserving and restoring natural wealth. This requires a new methodology based on market mechanisms. I hope the results of our joint work will form the basis for rethinking the ecological and economic value of natural capital and will give an impetus to the development of the 'green' economy," Nikitin emphasized.

      The council includes representatives of the scientific community and experts in ecology, economics and sustainable development. The council's work is headed by Ekaterina Kuzmina, president of the Mammoth Effect Foundation.

      According to her, the main task of the council is to develop a fair and economically sustainable model for managing natural resources that can eventually form the basis of a new paradigm of the country's economic growth.

      "We are responding to the challenges of the international climate agenda. This affects the macroeconomy, and today it is especially important to create our own innovative program adapted to Russian conditions. The expert council will allow us to build such a system using the opportunities of the State Council commission," Kuzmina said.

      Recall that Gleb Nikitin was appointed chairman of the State Council commission on "Environmental Well-Being" by Presidential Decree No. 613 of July 22, 2024.

      The national project "Environmental Well-Being," launched in 2025, includes six federal projects: "General Cleanup," "Water of Russia," "Conservation of Biodiversity and Development of Ecotourism," "Forest Conservation," "Circular Economy" and "Clean Air."

      Priorities include the elimination of landfills, development of infrastructure for sorting and recycling waste, protection of water bodies, reduction of air pollution, preservation of rare animal species and the formation of a comfortable ecological environment for living.

      Earlier it was reported that Gleb Nikitin put forward proposals for discussion to update the national standard of the EKG-rating.
