City Duma deputies and social district officers inspected the reconstruction of the wastewater treatment facilities in Nizhny Novgorod.

      As part of an on-site meeting, deputies of the Nizhny Novgorod City Duma and social community officers inspected facilities on the territory of the region’s largest treatment plant—the Nizhny Novgorod Aeration Station—and familiarized themselves with the technological cycle and the progress of commissioning work on the reconstructed facilities.

      According to Dmitry Sivokhin, General Director of JSC “United Communal Operator,” the station’s reconstruction is being carried out without stopping the acceptance of wastewater from residents and enterprises of Nizhny Novgorod, Bor and partly the Kstovo district, which is why the work is divided into two stages. The first stage, which included the reconstruction and new construction of 50 facilities, is now nearing completion. After its completion the treatment technology will partially change, and the technological cycle will change completely after the second stage of reconstruction.

      “Currently the main general construction works at the aeration station have been completed, the contractor is rectifying remarks, equipment testing and trials are being carried out, and the site is being landscaped. Overall readiness of the facility within the first stage is approaching 99%. Next year we expect to begin the second stage of work, which includes 61 facilities. Preparation of the design and estimate documentation is already underway. Final completion of the modernization is planned for 2030. Upon completion of both stages Nizhny Novgorod residents will receive modern treatment facilities using the best available technologies, which will allow the return of effluents to the Volga River treated to all regulatory standards,” said Dmitry Sivokhin.

      The deputies inspected the main reconstructed facilities, following the technological chain—from the receiving channels, which convey about 530,000 cubic meters of untreated wastewater daily, to the screening building where primary mechanical treatment takes place; to the grit chambers, primary sedimentation tanks and aeration tanks. The technological chain has already changed as part of the first stage of reconstruction. For example, the screening building now has the capability to capture even the finest debris—from 6 mm; LIT air-purification units are operating at the screening building (they were not there before); new grit chambers have been built (for removing sand from the wastewater); primary sedimentation tanks have been modernized, which now not only complete mechanical treatment but also begin early biological treatment.

      “Exactly one year ago my fellow deputies and I visited the aeration station. What we see today is a completely different level. In that time new facilities have appeared, modern technologies are being implemented, and old facilities that were clearly outdated are being removed. Attention is also being paid to landscaping the territory. We, the deputies of the City Duma, together with social community officers, will systematically convey to residents all information about what is being done to treat wastewater and protect our great Volga River,” noted Evgeny Chintsov, Chairman of the Nizhny Novgorod City Duma.

      Participants of the on-site meeting inspected the reservoirs of the primary sedimentation tanks, which are now covered with special stainless steel lids, something that was not in place before. Also, for the first time in the station’s history, receiving channel covers have been installed as part of the comprehensive modernization, and an air-purification system for them has been mounted.

      “The stages of reconstruction are proceeding as openly and at as high a level as possible. Soon, when the first stage is completed, we will sum up its results. It is very important that residents understand what results we have achieved, what timelines have been indicated and what new tasks will face us at the next stage,” said Irina Molkova, Chair of the City Duma’s Standing Committee on Ecology.

      As became known during the on-site meeting, commissioning work on all facilities included in the first stage of reconstruction will be completed by the end of the year. The upgraded facilities of the station will operate at full capacity after the process of building up the activated sludge and achieving the required concentration of bacteria is finished.

      Elmurod Rasulmukhamedov, Executive Director of the Russian Ecological Movement, who attended the event, urged Nizhny Novgorod residents and enterprises to observe the rules for using the sewer system so that the upgraded aeration station facilities can operate efficiently and not be subjected to excessive loads.

      “Much of what was shown to us today is the result of large-scale work carried out by the enterprise itself, gradually addressing issues that concern citizens. However, it must be understood that the biological cycle of wastewater treatment, which is initiated at the aeration station, is very sensitive to what exactly gets into the sewer system and the treatment facilities. Wastewater from industrial enterprises and the city as a whole must arrive at the aeration station in a compliant condition. The discharge of chemical substances can kill the bacteria, which then must be restored over one and a half months. That is precisely why it is important for deputies and social community officers to establish public oversight and carry out explanatory work with representatives of enterprises and the population,” said Elmurod Rasulmukhamedov.

      One of the social community officers, Viktor Poloskov, noted that having seen the wastewater treatment processes for the first time, he will actively carry out explanatory work on careful treatment of the sewerage system.

      “Now we will explain to every child and their family that no waste should be thrown into the sewer. We will convey to residents what colossal work is being done at the aeration station. I am 40 years old, and this is the first time I have seen where wastewater goes and how it is cleaned. I never even thought about it before. When you see the process with your own eyes, it is easier to relay it to citizens,” Viktor Poloskov assured.

      Background. The Nizhny Novgorod Aeration Station is the largest treatment facility in Nizhny Novgorod Oblast—the average daily inflow ranges from 530,000 to 790,000 cubic meters. The first phase was built in 1974, the second in 1976. For the first time since the station’s construction, a large-scale modernization is being carried out. Work began in 2022, is divided into stages, and is being carried out without stopping the acceptance of wastewater. The first stage of the reconstruction, which included 50 facilities, is now nearing completion.

      Work is also underway on the design of the second stage of the aeration station’s reconstruction, which includes 61 facilities. Federal funding for the second stage of reconstruction has been preliminarily approved.
