On November 18, a meeting of the Committee on the Agro-Industrial Complex and Development of Rural Territories was held in the Legislative Assembly of the Nizhny Novgorod Region. Deputies discussed the issue of preferential land buyouts under official housing for young specialists in rural areas.
The committee meeting was attended by Deputy Chairman of the Legislative Assembly Denis Bakiev, members of the Legislative Assembly, representatives of the regional government and experts.
At the center of the discussion was the situation in which young people employed in the agro-industrial sector, including teachers, doctors and other specialists who have come to work in rural areas, receive official housing under a tenancy agreement as part of the "Comprehensive Development of Rural Territories" (CDRT) program, but the land under that house remains municipal property.
"The CDRT program has been operating in the country since 2020, and according to it there was a provision that houses built on municipal land for young AIC specialists would be sold to them for 10% of the cost after five years of their work. However, at what price to buy the land plot under the house for them still remains unresolved. At the meeting we discussed in detail a mechanism that would allow specialists working in villages and urban-type settlements to obtain the land under their official housing for free or at a preferential price. To consolidate all proposals, a working group will be formed on the basis of the committee's decisions to develop proposals for refining this issue," shared Igor Tyurin, chairman of the AIC committee.
"A young specialist in a rural area should be the owner both of the house and of the land. For this it is important that state programs work smoothly and do not create unreasonable difficulties for those they are aimed at. In fact, we must bring the state program to its logical conclusion, giving people not just a roof over their heads but a full-fledged asset — their own house on their own land. This is a serious incentive to retain staff in rural areas," noted Chairman of the Legislative Assembly Evgeny Lyulin.
Following the meeting, the committee decided to create a working group tasked with thoroughly working through all legal aspects and preparing concrete proposals to resolve the issue of land plots under houses built within the CDRT program for young specialists.
