About 90% of Governor Gleb Nikitin's directives from the 2024 meeting with the business community have been implemented.

Almost 90% of the directives issued by the governor of Nizhny Novgorod Oblast, Gleb Nikitin, had been completed by November 2025 by executive bodies and municipalities following the meeting with business that took place in April 2024. This was reported on November 19 during the latest meeting of the region’s head with the business community by the Commissioner for the Protection of Entrepreneurs' Rights in Nizhny Novgorod Oblast, Pavel Solodky.
According to him, of the 54 directives from the previous meeting, 48 have been completed and six are in progress. Thus, following last year’s meeting, the “Made by Nizhny Novgorod Residents” project was launched. The trademark for Nizhny Novgorod manufacturers is intended to label local goods and promote regional brands at the federal level. The logo was developed by the regional Ministry of Industry together with “Center 800.”
At the regional level, a number of issues have also been worked through concerning the technical connection of various facilities to networks, the development of preferential zones, the implementation of new technologies, and the realization of investment projects.
“In-person meetings of the governor with the business community are one of the most effective channels of direct communication. It is important that systemic issues are resolved not only as a result of such large-scale events, but regularly: at meetings of businesses with the governor’s deputies and heads of municipalities. I would like to thank Gleb Sergeevich and the Nizhny Novgorod government for constructive dialogue and steady work with the entrepreneurial community. The commissioner's office and public business associations are always ready to be the connecting link on this issue,” Pavel Solodky emphasized.
To resolve contentious issues that arise for businesses, an Investment Committee (Council for Development Strategy and Investments under the Governor of Nizhny Novgorod Oblast) also operates in the region. An application to have a matter discussed by the council can be submitted using the form on the region’s investment portal.
Pavel Solodky stressed that one of the most important issues is reducing administrative and law-enforcement pressure on entrepreneurs in the region.
Recall that Nizhny Novgorod Oblast has been actively working to improve the investment climate and over six years rose 68 places in the national ranking compiled by the Agency for Strategic Initiatives (ASI), reaching second place in the country.
Since 2025, activities to support investment activity have become part of the national project “Effective and Competitive Economy,” implemented on the instructions of the President of the Russian Federation, Vladimir Putin.
