Russian President Vladimir Putin has approved a new law that, starting in 2026, introduces a mandatory requirement to sign a contract for targeted residency training for medical workers before taking the final certification, 360.ru reported.
The law expands the powers of regional health authorities. They are now required to create conditions for mentorship and employment of young specialists, as well as to provide them with additional social guarantees.
The list of organizations that can act as sponsors of targeted training has also been expanded. The list includes medical institutions participating in the program of free medical care for the population.
The federal Ministry of Health will approve qualification standards for medical workers. After the mentoring period ends, which cannot exceed three years, young specialists must undergo periodic accreditation. The duration of mentoring will depend on the place of work and specialty, and will also be determined by the ministry.
It should be noted that the Ministry of Health initially proposed making all state-funded places in medical and pharmaceutical universities subject to targeted training.
