The Ministry of Construction reminded Nizhny Novgorod municipalities about new construction rules.
October 31, 2025 20:07 Economy The Ministry of Construction of the Nizhny Novgorod Region held a training seminar for representatives of 49 municipalities of the region, at which changes in legislation concerning the issuance of building permits and the commissioning of facilities were examined in detail.
As the ministry noted, such meetings are held regularly to ensure timely informing of local authorities about innovations and to improve the quality of public services in the field of urban planning.
Head of the Department of Informatization and Issuance of Permit Documentation Lyubov Nikolaeva emphasized that recent years have brought significant changes to the procedure for issuing permits. According to her, the new rules are aimed at simplifying and speeding up procedures, but require specialists to be ready to adapt and able to promptly assist applicants.
Participants were reminded that when submitting an application for a building permit it is now necessary to provide approval of the architectural and urban appearance, as well as a copy of the decision on the establishment or change of a zone with special conditions for land use.
Changes concerning the implementation of comprehensive territorial development projects were also reviewed. In particular, the discussion covered new grounds for refusing to issue permits, requirements for the sequencing of construction, and document validity periods.
A separate topic of discussion was the changes that will come into force in 2026. From March 1, new rules for the examination of design documentation are introduced, an exclusive right to its correction is established for members of self-regulatory organizations, and personal responsibility of the project’s chief engineer and architect is introduced for the compliance of the documentation with technical regulations.
From September 1, 2026, a registry-based model for issuing permits will begin to operate. Paper documents will be replaced by electronic entries in a special registry, which will be maintained as part of the regional State Information System for Urban Development Activities (GISOGD).
This innovation will also affect individual housing construction: notifications of the compliance of a constructed or reconstructed private house with the requirements of the legislation will also be replaced by entries in the registry.
All changes are enshrined in Federal Laws No. 304-FZ and No. 309-FZ, adopted on July 31, 2025.
Earlier it was reported that, based on the results of nine months of 2025, the leaders in housing commissioning in the region were Nizhny Novgorod, Kstovsky and Bogorodsky districts.
