      On 30 October 2025, the Chairman of the City Duma of Nizhny Novgorod, Evgeny Chintsov, took part in a meeting dedicated to the development and operation of territorial public self-government (TOS) bodies in municipal formations. The event was held via videoconference.

      The agenda of the meeting, organized by the Tyumen City Duma to exchange experience and the best municipal practices, included speeches by representatives of legislative bodies from nine Russian cities.

      Evgeny Chintsov also presented a report. In particular, he said that the TOS system has been developing in Nizhny Novgorod for more than 30 years. At present, the boundaries of 92 TOS have been established in the city, and 61 public self-government councils are operating.

      As noted, TOS participate in work on the improvement of territories, including under the governor’s participatory budgeting project “You Decide!”, under which 30 initiatives were implemented this year alone. TOS activists also help ensure public order, support those in need, and organize leisure activities for residents. Many residents’ initiatives are implemented on the basis of TOS: health clubs operate, creative classes and excursions are held, and consultations are provided on housing and communal services. Since the start of the special military operation, an important area of activity has been collecting humanitarian aid for participants in the operation and residents of newly joined territories.

      Recently, TOS representatives joined the implementation of the governor’s project “Social District Officers,” aimed at strengthening a trusting and effective dialogue between authorities and residents, which involves about 1,500 people.

      To attract young people to participate in TOS activities, work is being done to inform and promote the institution. As one example, Evgeny Chintsov cited the Legal Support Center for the Population, “Student Legal Bureau,” which has been operating since 2005. Thanks to joint efforts by the Faculty of Law of the Higher School of Economics and the City Duma, in 14 branches of the legal clinic operating on the basis of TOS, senior law students under the supervision of lecturers provide free consultations to residents, assist in drafting claims, petitions, and appeals to courts and other authorities.

      An additional link in the TOS system was the creation in 2019 of the autonomous non-profit organization “Public Self-Government of Nizhny Novgorod.” This legal form allows attracting additional financial resources for TOS work by enabling participation in grant competitions. One of the ANO’s areas of work is the development of the city network of neighborhood centers, which includes 20 public spaces.

      “TOS councils have become not just an instrument for solving local issues, but also a platform for developing interaction between the authorities and society. All this is the result of cohesive work, support and mutual assistance of the councils, the City Duma and the administration of Nizhny Novgorod. For deputies, TOS are an important support in interacting with voters, forming an active neighborhood community and implementing plans for the city’s socio-economic development,” Evgeny Chintsov emphasized.
