Municipal leaders discuss the future of social policy in Tosno.

In the city of Tosno in the Leningrad Region, the regional days of the III All‑Russian Municipal Forum "SMALL HOMELAND – THE STRENGTH OF RUSSIA" (18+) are taking place on October 29–30. The event was organized by the All‑Russian Association for the Development of Local Self‑Government (VARMSU).
The key topic of discussion was "Social Policy of the Future: Solutions That Change Municipalities." The dialogue brought together federal and regional experts, as well as representatives of local authorities.
In parallel with the main program, a thematic session titled "Demography in Municipalities: Best Practices for Supporting Birth Rates and Family Harmony" was held, led by VARMSU co‑chair Galina Danilchenko.
Welcoming remarks were delivered to forum participants by Deputy Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District Roman Balashov, Governor of the Leningrad Region Alexander Drozdenko, Deputy Head of the Presidential Directorate for Internal Policy Evgeny Grachev, and VARMSU co‑chair Irina Guseva.
Evgeny Grachev expressed gratitude to all who work in local self‑government, noting their contribution to regional development. He specifically thanked participants of the special military operation who, after their service, return to civilian life and begin working in municipalities. According to him, VARMSU will make every effort to support these specialists and help them integrate into this new field.
"The President of our country, Vladimir Putin, by commissioning the organization of the forum 'SMALL HOMELAND – THE STRENGTH OF RUSSIA,' emphasized the importance of the role of municipal government. It is the level closest to the people, and the quality of life locally depends directly on its work. It is important that municipalities engage in open dialogue with residents and respond promptly to their needs," said Evgeny Grachev.
Representing the Nizhny Novgorod Region at the event is the head of the local self‑government authority of the Sergach Municipal District, Oleg Radaev. He emphasized: "The regional days of the forum in the Leningrad Region have become an open dialogue. Municipal leaders exchange experience and knowledge, and also discuss a strategy for the development of social policy aimed at improving citizens' quality of life."
All practices and proposals presented at the regional days will be taken into account in forming the program of the III All‑Russian Municipal Forum (18+), which will be held in April 2026.
