Secretary of the Russian Security Council Sergei Shoigu said there has been a noticeable increase in terrorist threats in the Privolzhsky Federal District in 2025, TASS reports.
Speaking on October 28 in Nizhny Novgorod at an off-site meeting on the protection of critical facilities, he noted that the conditions of the special military operation have significantly altered the operational situation in Russia as a whole and in the PFD in particular.
According to Shoigu, the number of terrorist attacks and acts of sabotage has increased several-fold. This year the district’s territory has been subjected to drone attacks three times more often than during the entire previous period of the special operation.
As the main risk factor, Shoigu pointed to the industrial and defense potential of the PFD, which is one of the country’s key logistical hubs.
"Concentrated here are strategic defense industry enterprises, energy facilities, chemical industry facilities, transport hubs — all that constitutes the basis of the state’s economic security and defense capability. These facilities are becoming the primary targets for our adversaries," emphasized the Security Council secretary.
He named another vulnerability as the extensive and dense transport infrastructure of the PFD: major railway lines and junctions, federal highways, bridges, as well as pipeline transport facilities.
"Putting them out of operation could not only cause significant economic damage but also destabilize the functioning of large agglomerations, disrupt logistics chains, including those critically important for supporting the special military operation."
