Police detained a man from Nizhny Novgorod for joyriding with fireworks on Pokrovka — video

Police have identified the owner of the car that violated traffic rules by driving along the main pedestrian street of the Volga capital — Bolshaya Pokrovskaya. This was reported by the press service of the Main Directorate of the Ministry of Internal Affairs for the Nizhny Novgorod Region.
Earlier, a video appeared on social media showing a foreign-made car driving through the pedestrian zone with a structure mounted on its roof. A young man was on the car’s hood holding lit fireworks.
Police promptly identified the driver and brought the 20-year-old owner of the car to Police Department No. 5. Five administrative charges were filed against the young man: for violating rules on the use of external light and sound signals; for operating a vehicle with defects; for driving without a rear state registration plate; for driving in a pedestrian zone in violation of traffic rules; and for handing over control of the vehicle to a person without a driver’s license.
As established by traffic police officers, a 13-year-old boy was behind the wheel at the time of the incident. His identity was also determined. Administrative proceedings were initiated against the minor’s legal guardian under Article 5.35 of the Code of Administrative Offences of the Russian Federation for failure to properly perform parental duties.
In addition, officers of the Administrative Legislation Enforcement Department (OIAZ) of Police Department No. 5 drew up another charge against the 20-year-old participant — under part 1 of Article 20.1 of the Code of Administrative Offences of the Russian Federation (petty hooliganism). The young man was detained administratively and placed in a special police holding facility pending court consideration.
