      On 27 October, the Committee of the Legislative Assembly of the Nizhny Novgorod Region on State Authority, Local Self-Government and Rules of Procedure held a meeting. Deputies discussed a draft law aimed at bringing regional legislation into line with new provisions of the federal law. The discussion concerned expanding the categories of citizens entitled to receive free legal assistance.

      According to the draft law, the right to all types of free legal assistance will now be granted to young people aged 18 to 23 who lost both parents or their sole parent during their time studying at school, college or university. For them, state legal bureaux and attorneys will not only provide consultations but also prepare procedural documents and represent their interests in courts, state and municipal bodies, and organizations in matters related to the provision of state support measures and the protection of inheritance rights.

      "The federal center has established new rules, and our task is to promptly and accurately implement them at the regional level. We are talking about young people who, already legally adults, face the most severe loss and complicated legal procedures. It is our duty to provide them with a reliable legal safety net so that they can receive qualified legal assistance from an attorney free of charge in resolving issues related to inheritance or social payments," said Vladimir Pakov, chairman of the Legislative Assembly committee on State Authority, Local Self-Government and Rules of Procedure.

      The bill was unanimously supported by members of the relevant committee and recommended for adoption at the next parliamentary session on 30 October.

      "Social policy must be flexible and cover situations that previously fell outside the scope of attention. This is a targeted but very important legislative initiative. It directly concerns young people who continue their studies despite the most difficult life circumstances. By providing them with qualified legal support, we give them confidence that their rights to housing, social payments and inheritance will be protected," emphasized Evgeny Lyulin, chairman of the Legislative Assembly.
