A competition for the best anti-corruption expert has been launched in the Nizhny Novgorod region.
On October 27, 2025, the competition "Best Expert of the Year in the Field of Independent Anti-Corruption Examination of Regulatory Legal Acts and Draft Regulatory Legal Acts of the Nizhny Novgorod Region" was launched, organized by the Department for the Prevention of Corruption and Other Offenses.
The competition is held in three stages: acceptance of applications, evaluation, and summing up. Applications are accepted for 15 days in paper form at: 603082, Nizhny Novgorod, Kremlin, Building 14, or in electronic form at: [email protected]. When sending an application in electronic form, the subject line of the email must indicate "Expert Competition."
The application must include:
— copies of regulatory legal acts (draft regulatory legal acts) for which an independent anti-corruption examination was conducted, issued (drafted) no later than the application deadline;
— copies of conclusions prepared in the year of the competition based on the results of the independent anti-corruption examination, signed by the expert who conducted the examination. The expert conclusion must be made in the form approved by Order No. 363 of the Ministry of Justice of the Russian Federation dated October 21, 2011;
— copies of reasoned responses of the executive bodies of the Nizhny Novgorod Region and their officials following consideration of the expert conclusions.
Materials submitted to the competition are not returned.
Evaluation of applications and documents submitted to the competition is carried out by the commission within 30 days from the end of the application acceptance stage.
Participants are evaluated according to the following criteria:
— the number of expert conclusions on regulatory legal acts and draft regulatory legal acts prepared in the current year;
— the validity of the remarks identifying the presence of corruption-inducing factors in regulatory legal acts or draft regulatory legal acts;
— the presence in the expert conclusions of reasoned recommendations for eliminating the identified corruption-inducing factors.
One point is awarded to a participant for each expert conclusion submitted to the commission that meets the criteria.
Within 15 days from the end of the document evaluation stage, the commission will compile a ranking of participants and determine the winner. The winner of the competition is the participant who has received the highest total score.
