Nizhny Novgorod deputies propose abolishing the statute of limitations on debts for major repairs.

      On October 22, a meeting of the Committee on Housing and Communal Services and the Fuel and Energy Complex was held at the Legislative Assembly of the Nizhny Novgorod Region. Parliamentarians summed up the results of monitoring of the regional law "On the organization of carrying out capital repairs of common property in apartment buildings located in the territory of the Nizhny Novgorod Region" and discussed proposals to improve the capital repair system.

      Legislative Assembly Chairman Evgeny Lyulin emphasized the need to strengthen control over the quality of the work performed and to ensure the most effective implementation of the program. He noted that all proposals developed by the committee will be analyzed in detail, and relevant legislative initiatives will be prepared based on their results. According to the speaker, the main goal of the deputies is to create conditions under which residents of the Nizhny Novgorod Region will live in safe and comfortable homes.

      The monitoring covered indicators for 2022–2024. Over this period, receipts to the regional capital repair fund's "general pool" increased from 3.12 billion to 4.23 billion rubles. The total value of work performed reached 8 billion rubles, and nearly 145,000 people received improved housing conditions. At the same time, deputies noted that problems remain related to arrears on contributions, as well as the repair of low-rise buildings and cultural heritage sites.

      Following the discussion, the committee prepared a number of recommendations. In particular, it is proposed to submit initiatives to the State Duma aimed at exempting the regional operator from paying the state fee when recovering debt on contributions and at abolishing the statute of limitations for such debts.

      Local authorities were recommended to establish uniform requirements for the placement of air conditioners on building facades, especially in central districts, and to enshrine the obligation of owners to ensure access to balconies for repair work. The Government of the Nizhny Novgorod Region was proposed to approve the procedure for carrying out operational control over the technical condition of apartment buildings in the region.

      Another proposal concerns the inclusion in the list of capital repair works of repairs to in-building hot water engineering systems. This complex includes the dismantling, installation, restoration, replacement and setting of regulators of heat carrier parameters, heat exchangers, boilers, pump units and other equipment that ensure the supply of hot water.

      Municipalities were advised to more actively apply the provisions of the Russian Housing Code on inspecting the activities of management companies in cases of complaints about failure to fulfill contractual obligations. In the deputies' view, this will make it possible to remedy problems in a timely manner and avoid situations that would require premature capital repairs.

      The chairman of the Committee on Housing and Communal Services and the Fuel and Energy Complex, Vladimir Bespalov, reported that a draft resolution has been prepared based on the monitoring, which will be considered at the October session of the Legislative Assembly. He noted that the proposed measures as a whole will significantly improve the effectiveness of planning capital repairs in accordance with the needs of the region's residents.
