Monitoring of Nizhny Novgorod residents with addictions and mental disorders will be tightened — the Russian Ministry of Health is updating the procedure for dispensary monitoring. This was reported by Alexey Nikonov, editor-in-chief of the media outlet "Stacionar-press" on his Telegram channel.
The new rules concern people suffering from alcohol or drug addiction, as well as those who use psychoactive substances. Patients who underwent involuntary psychiatric treatment by court order will also be subject to monitoring.
According to the draft, monitoring of such patients will be conducted only with their voluntary consent. Exceptions will include cases when a person does not get in touch for a long time or changes their place of residence.
Nikonov added that the possibility of transferring data on patients with addictions to law enforcement agencies had previously been discussed, but this provision was not included in the text of the document.
Dispensary monitoring includes not only visits to a doctor but also regular laboratory tests. This is necessary for controlling and preventing possible relapse into substance use.
Earlier it was reported that Anatoly Moskvin could be discharged from the psychiatric hospital where he is held by court order as early as November. However, no documents have yet been submitted to the court.
Moskvin exhumed the bodies of girls, mummified them and turned them into dolls. He was detained in 2011.
