Evgeny Lyulin: the 2026 budget will be challenging, but social priorities will be maintained.

Speaker of the Legislative Assembly of the Nizhny Novgorod Region Evgeny Lyulin summed up the "zero reading" of the region's draft budget for 2026 and the planned period 2027–2028. He posted about it on his social media.
It should be noted that the October 14 discussion included Governor Gleb Nikitin, deputies, representatives of the government and the Accounts Chamber.
According to Evgeny Lyulin, "zero readings" make it possible to pre-agree the key positions of the future budget before its official submission to parliament, which is scheduled for the end of October.
Lyulin noted that the 2026 budget will be challenging, but its social orientation will remain a priority. The region will maintain all obligations to families with children, participants in the special military operation (SVO) and their relatives, and will also continue to implement the demographic project "Basic Parental Income."
He emphasized that the region will not abandon large-scale infrastructure initiatives: the renewal of electric transport will continue, as will the construction of metro stations and an IT campus in Nizhny Novgorod.
The speaker also drew attention to the impact of macroeconomic factors. In his words, the Central Bank's tight monetary policy has led to a decline in consumer demand, which has negatively affected the automotive, metallurgical, chemical and construction industries. At the same time, IT, oil refining and science are showing positive dynamics.
Lyulin noted that despite a decline in profit tax receipts, citizens' incomes are rising, which means personal income tax (PIT) revenues are increasing.
The politician also reminded that, according to Governor Gleb Nikitin's assessment, the region's economy is now "on the brink of zero growth." This, the speaker stressed, is a serious signal that requires consolidated action. Deputies are ready to work with the government to reduce the tax burden and find new sources of budget revenue.
"Economies are cyclical: we remember the crises of 2008 and 2014. Each time the Nizhny Novgorod Region emerged from them stronger. I am confident that we will cope this time as well and be able to return to growth," Evgeny Lyulin concluded.
