Officers of the Administrative Law Enforcement Department of Police Department No. 1 of the Russian Ministry of Internal Affairs for Nizhny Novgorod drew up a protocol under part 1 of Article 20.3 of the Code of Administrative Offenses of the Russian Federation regarding a 19-year-old local resident. This provision establishes liability for the propaganda or public display of Nazi paraphernalia, symbols of extremist organizations and other symbols whose display is prohibited by federal laws.
