
More than half of residents of the Volga Federal District believe that a "cooling-off period" will protect them from scammers.

More than half of residents of the Volga Federal District consider the "cooling-off period" before issuing a loan of more than 50,000 rubles a necessary measure to protect against fraud. This is shown by the results of a survey of Russians ahead of the Finopolis 2025 forum.
The "cooling-off period" is the time from signing the loan agreement to receiving the money so that the borrower can refuse the loan: for amounts from 50,000 to 200,000 rubles it is at least 4 hours, for amounts over 200,000 rubles — 48 hours. The service came into effect on September 1.
According to a VTB survey, 54% of respondents believe the "cooling-off period" is necessary to protect against fraud and only 9% believe it will complicate and slow down obtaining loans. The remaining respondents are neutral toward the new service. About half say it is important for them to have time to think before receiving a loan after submitting an application.
VTB also conducted a survey about the "second-hand" service (the ability to designate a relative or close person to confirm transactions above a set amount). More than a third believe the service would be useful for their elderly relatives (38%), a quarter — for their children (teenagers), and one in six — for other relatives or close ones who have already been deceived by scammers.
At the same time, most residents of the Volga Federal District would like to add additional functions to the guardian service, including outside the banking sphere, for example the ability to confirm transactions when selling real estate (54%) and vehicles (45%).
The VTB survey was conducted September 24–30, 2025. It involved 1,500 residents aged 18 to 65 in cities with a population of 100,000 or more.
