      06 October 2025 13:58 Society A digital solution of the Nizhny Novgorod Region for construction management — the "State Information System for Supporting Urban Development of the Nizhny Novgorod Region" (GISOGD NO) — was presented on a federal platform.

      The region’s Minister of Digital Development and Communications, Alexander Sinelobov, presented the experience of implementing and operating the system at the "Digital Regions: Best Practices and Development Strategies" session of the Council for the Development of the Digital Economy under the Federation Council.

      "The portal provides open access for citizens and investors to reliable urban development information without the need to contact specialized authorities. More than 200,000 users are already registered in GISOGD, and the database contains over 6.5 million records on urban development activities and project implementation: territorial planning schemes, specially protected natural areas, planning and land surveying projects, and much more. The platform has been recognized as an industry-standard IT solution for urban planning, and the Russian Ministry of Construction has recommended GISOGD for implementation in other federal subjects. The Nizhny Novgorod experience has been used as the basis for a standard cloud GISOGD solution at the federal level for use in the regions," Alexander Sinelobov noted.

      The portal was created by the Nizhny Novgorod regional ministry of urban development at the instruction of Governor Gleb Nikitin — to make it as easy as possible for developers to prepare urban development documentation for any projects, whether housing, social facilities, or commercial construction.

      Each participant in the investment and construction cycle, using a personal account integrated with the "Gosuslugi" portal, can obtain a building permit, coordinate territory planning documentation, promptly track status changes of submitted applications, and address other land-use issues. The service also provides access to public online discussions of urban development projects.

      The system operator is an institution subordinate to the regional ministry — the Institute for the Development of the Nizhny Novgorod Region’s Agglomeration.

      "GISOGD frees users from excessive reporting and trips to agencies, simplifying interaction with the state. Citizens can independently find up-to-date urban development information on land plots, and potential investors can assess sites in terms of the economic feasibility of project implementation," emphasized Darya Shunaeva, head of the regional ministry of urban development.

      It should be recalled that the digital transformation of the processes for providing state and municipal services corresponds to the objectives of the national project "Data Economy and Digital Transformation of the State," which has been in effect in Russia since 1 January 2025 by the instruction of the President of the Russian Federation, Vladimir Putin.
