More than half of Nizhny Novgorod residents "came out of the shadows" in 2025.
In the Nizhny Novgorod Region in 2025, more than 50% of citizens who had previously worked in the shadow economy have formally become employed. This work is being carried out by an interdepartmental commission under the leadership of Deputy Governor of the region Egor Polyakov.
Over the nine months of the current year, more than 6,400 people employed outside the legal field were identified in the region. More than half of them have already legalized their activities: 2,015 citizens signed employment contracts, 721 people registered as individual entrepreneurs, 527 as self-employed, and 78 concluded civil-law contracts.
The commission’s results were summed up at a meeting in the regional government. Egor Polyakov noted that the Nizhny Novgorod Region’s participation in the federal pilot project to combat illegal employment is of great importance. “We carry out this work on an ongoing basis, primarily to improve the quality of life of citizens, increase their incomes, and replenish the regional budget. We are already seeing positive results. I would like to remind you that ‘coming out of the shadows’ guarantees a ‘white’ salary and social protections,” he emphasized.
The most problematic sectors in terms of shadow employment remain trade, construction, and freight transportation. Among the municipalities where work on legalizing labor relations has been organized most effectively are Koverninsky, Krasnobakovsky, Voznesensky, Dalnekonstantinovsky districts, as well as Vyksa and Arzamas.
Particular note was made of Arzamas’s activities, where close cooperation with the tax service has been established. “Joint site visits with the Federal Tax Service regional office and regular meetings with businesses allow us to cover a larger number of enterprises and effectively address the problem of shadow employment,” Egor Polyakov reported.
For workers, unofficial employment threatens a lack of sick pay and vacation pay, bonuses for night work and holidays. In the future, this can lead to difficulties obtaining loans and visas, as well as to the loss of an insured pension due to the absence of official work record.
For employers, the use of illegal employment schemes carries administrative and criminal liability. Grounds for inspection may include salaries below the minimum wage (MROT), widespread cooperation with self-employed persons, or wages deviating from regional industry average indicators by more than 35%.
“We have appealed to law enforcement agencies and the prosecutor’s office with a request to take a more active part in municipalities’ activities to resolve the problem of shadow employment. Only through joint efforts can we ensure full protection of citizens’ labor rights and create conditions for fair business competition,” said Igor Pantyukhin.
From January 2025, unscrupulous employers are entered into Rostrud’s open register, which can seriously complicate their activities. The Government of the Nizhny Novgorod Region urges businesses to legalize labor relations and workers to pay careful attention to their official status.
