      An internship for residents of the “Heroes. Nizhny Novgorod Region” program continues in the regional parliament. Deputies of the Legislative Assembly serve as mentors for participants and veterans of the special military operation.

      Each intern is assigned a deputy-mentor. Sharing their experience with the heroes are the speaker of the regional parliament Evgeny Lyulin, his deputies Dmitry Krasnov and Alexey Antonov, Legislative Assembly deputy and head of the parliament’s administration Maxim Rebrov, Chairman of the Committee on Urban Planning Vasily Sukhanov, Chairman of the Committee on State Authority Issues Vladimir Pakov, Deputy Chairman of the Social Committee Solomon Apoyan, and regional parliament deputies Yuri Yakimov and Alexander Barykov.

      “We immediately decided to abandon dry theory in favor of direct communication and practical experience. The participants get acquainted with the entire complex structure of the parliament — from the work of the deputies to the large apparatus that works with parliamentarians as one team. This gives them a systemic understanding of how power functions in the region,” noted Maxim Rebrov.

      Interns were assigned to different areas of parliamentary activity — social, economic, urban planning and others. According to project participants, this will allow them to study specific spheres of the region’s development more deeply. The heroes take part in meetings of specialized committees where draft laws are discussed. This month they were also able to observe the deputies at work during the September session of the Legislative Assembly.

      “Through the example of our committee’s work, the interns see how socio-economic development forecasts are transformed into specific budget items and draft laws. It’s similar to planning a family budget, only on the scale of the entire region. Understanding this connection is the basis for making sound managerial decisions,” emphasized Igor Norenkov.

      The internship program also includes off-site events. Its participants visit municipalities, attend citizen receptions with deputies, and learn about work on the ground. In the first week of the placement they were organized a trip to the administration of the city of Dzerzhinsk to take part in an off-site meeting of the Committee on Urban Planning. Also very recently the interns, together with Deputy Chairman of the Social Committee Solomon Apoyan, visited the Nizhny Novgorod Center for the Fight Against AIDS. Program participants familiarized themselves with the structure and activities of a modern medical organization, saw laboratory equipment and learned about the center’s interaction with government bodies.

      “The internship is structured so that the heroes see the entire management cycle — from the idea to a concrete result in the form of a new law or a social facility. It is important that they participate not as observers but as full-fledged assistants who are already contributing to the work of the committees,” said Vasily Sukhanov.

      The completion of the “Heroes. Nizhny Novgorod Region” program is scheduled for July 2026. During this time its participants will complete internships in key government institutions and leading organizations of the region. The result of the training will be the development and presentation of projects aimed at the development of the Nizhny Novgorod Region.

      “Personal example is the key principle of our work with the heroes. The Legislative Assembly is an ideal platform for a start. Unlike narrowly focused agencies, we bring together all of the region’s problems. It is the best testing ground for gaining a systemic vision. I personally took patronage over combat officer Alexander Molgachev, and for me this is a matter of personal responsibility. Our goal is to create conditions so that such proven people, who have undergone serious trials, can realize themselves in civil service and form the backbone of the future managerial elite,” summarized Evgeny Lyulin.
