In the Nizhny Novgorod region, the possibility of restricting access to free medical care for labor migrants is being considered. This was reported by a representative of the regional healthcare sector, Alexey Nikonov, on his Telegram channel.
According to the proposed changes, foreigners and stateless persons temporarily residing and working in Russia will be able to use the services of the Mandatory Medical Insurance (OMS) system only if they have at least five years of insurance coverage.
This means that before gaining the right to free medical care, migrants will need to have paid insurance contributions for five years. The only exception will be foreign nationals with the status of highly qualified specialists — their access to healthcare will remain unchanged.
Amendments to the federal law "On Mandatory Medical Insurance" have been initiated by the Ministry of Health of the Russian Federation. The new rules are expected to come into force in 2026.
Earlier it was reported that almost 4,500 illegal migrants have been entered into the registry in the Nizhny Novgorod region.
