      Paternal capital should be provided to families with three or more children born in the same marriage. Such a proposal was voiced to TASS by Sergey Rybalchenko, chairman of the Civic Chamber of the Russian Federation’s commission on demography, protection of the family, children and traditional family values.

      According to him, such a measure would become an important form of support for men and emphasize their significant role in large families. Rybalchenko noted that in 40% of such families mothers do not work, and the main financial burden falls on the father.

      The expert believes that paternal capital should be a federal payment and that its amount should exceed 1 million rubles. He also did not rule out that regions could introduce similar payments at their level, stressing that this would be the right step.

      In Rybalchenko’s view, paternal capital could be used for the same purposes as maternity capital: to improve housing conditions, to pay for children’s education, for monthly child allowances up to three years for low-income families, to purchase goods and services for children with disabilities, and for the funded pension of one of the parents.

      In addition, he proposed expanding the list of possible expenditures to include the purchase of a multi-seat family car and carrying out repairs or improvements to housing.

      Rybalchenko emphasized that third and subsequent children often appear in new families. Therefore he believes it is important that paternal capital be issued only if three or more children are born in the same marriage. In his view, this gives the payment a value-based character: it cannot be obtained without the mother's participation, which means the state supports not only childbirth but also the idea of a strong family.
