Evgeny Lyulin: "The initiatives of the heroes of the special military operation could become the basis for new regional laws"

      On 18 September, at the Legislative Assembly of the Nizhny Novgorod Region, the speaker of the regional parliament, Evgeny Lyulin, met with participants of the educational program "Heroes. Nizhny Novgorod Region." The topic of discussion was legislative initiatives proposed by veterans for the development of the region.

      The speaker of the regional parliament acquainted the guests with the history of Nizhny Novgorod parliamentarism and the main areas of work of the region's modern legislative system. After that, each participant was able to ask the chairman a question. The discussion covered the development of the agro-industrial complex, the social sphere, the expansion of the list of support measures for veterans and participants in the special military operation (SMO), as well as the preservation of historical justice and the enhancement of the prestige of charitable activity.

      Thus, one of the program participants, Roman Kostyunichev, proposed improving the federal law "On Veterans" to add relevant support measures for SMO participants.

      Evgeny Lyulin supported this initiative, noting: "Today, in conversation with the participants, my colleagues and I noted a large number of interesting proposals. People who have gone through serious trials possess unique experience and can effectively participate in the governance of the state. Our task is to help the heroes adapt to civilian life and socialize in society. For each of the proposed initiatives, in the near future we will gather experts, invite our heroes again, and begin working on legislative proposals. Their initiatives can become the basis for amending current laws and creating new laws for the region."

      As part of the "Heroes. Nizhny Novgorod Region" program, several participants will intern in the regional parliament, actively engaging in its work. One of them, front-line doctor and volunteer Valery Loginov, noted: "On the very first day I realized that an incredibly large amount of work is carried out in the Legislative Assembly. We were immersed in the lawmaking process. We attended the meetings of all parliamentary committees. The most valuable thing is that there is no sense of being outsiders here. Every deputy or committee head is ready to give time, answer questions and explain everything. We see that initiatives coming from people undergo the most thorough discussion and, ultimately, can become draft laws."

      Recall that the "Heroes. Nizhny Novgorod Region" program began its work in January 2025 and will conclude in July 2026. Its participants will undertake internships in key government institutions and leading organizations of the region. The result of the training will be the development and presentation of projects aimed at the development of the Nizhny Novgorod Region.
