An off-site meeting of the committee of the Legislative Assembly of the Nizhny Novgorod Region, which oversees urban development, property and land relations, took place in Dzerzhinsk. The meeting was attended by the chairman of the regional parliament, Evgeny Lyulin, his deputy Denis Bakiev, deputies, and the head of the city, Mikhail Klinkov. The session was chaired by the head of the relevant committee, Vasily Sukhanov.
Key topics of discussion were the implementation of decisions made at a similar meeting in 2024 and the prospects for housing construction in Dzerzhinsk through 2030. Special attention was paid to the city’s provision of social infrastructure facilities.
As the participants noted, Dzerzhinsk’s population is steadily growing, which increases demand for housing. According to forecasts, by 2030 the city will need more than 514,000 square meters of new residential space. Under the program for resettlement from emergency housing, additional funding is being allocated for houses classified as being in a state of increased readiness. In 2024–2025 it is planned to purchase 51 apartments in the Raduga residential complex to resettle residents of such houses.
To ensure affordable and modern housing, large-scale comprehensive territorial development projects are being implemented in the Zapadny‑3 and Kulibin microdistricts. The potential of these projects is estimated at more than 1.6 million square meters of new housing. Nizhny Novgorod developers are already actively working in Dzerzhinsk — in particular, construction is underway on an apartment building on Mayakovsky Street.
According to Evgeny Lyulin, Dzerzhinsk’s development must be comprehensive. He emphasized: “The city’s main strategy is not piecemeal development but a systemic approach. New housing is being built, the emergency housing stock is being resettled, social infrastructure is being developed. We are bringing unused land plots into circulation, simplifying bureaucratic procedures to open access to new territories. In addition, a unique ‘garage KRT’ mechanism is being worked out, which will allow the lands of garage cooperatives to be used for residential development.”
The committee chairman, Vasily Sukhanov, added: “Housing construction is impossible without the development of the social sector. It is important that kindergartens, schools and clinics appear near new homes. In Dzerzhinsk they try to work ahead. For example, in the Pribrezhny microdistrict, where population growth is expected, the construction of new school places has already been planned. This will prevent schools from switching to double‑shift instruction and preserve the quality of education.”
The head of the city, Mikhail Klinkov, expressed gratitude to the deputies for their continued attention to the development of Dzerzhinsk. He noted: “It is important to pay attention not only to already developed territories but also to new ones at the design stage. A comprehensive approach makes it possible to consider housing quality, the presence of socially significant facilities, public spaces and transport infrastructure.”
Earlier it was reported that the regional Ministry of Urban Development presented a KRT project on Gogol Street in Nizhny Novgorod.
