The Ministry of Construction approved the second phase of the construction of water supply networks in Olgina and Novinki.

      Economy — The Ministry of Construction of the Nizhny Novgorod Region has issued a permit to implement the second phase of a project to construct trunk water supply and sewerage systems for residential development in the settlements of Olgino and Novinki. According to the agency’s website, the document was received by the Municipal State Institution "Main Directorate for Capital Construction of Nizhny Novgorod."

      Earlier it was reported that a concession agreement covering the reconstruction and construction of water supply and sewerage systems is planned to be signed in the third quarter of 2025. In the first quarter of the current year the parties updated the list of municipal property to be transferred to the concession — 15 new facilities were added, bringing the total to 66. In total, 17 measures are planned under the concession aimed at modernizing and building water infrastructure. The term of the agreement will be 15 years, and the completion of the work is expected by the end of 2029. The timelines were determined taking into account all procedures provided for by law. The potential investor is JSC "Nizhny Novgorod Vodokanal." In August 2025 the administration of Nizhny Novgorod published a decree on concluding an additional agreement to the concession agreement.

      Note that in May the project to build sewerage networks for residential development in these settlements passed the state expert review, and earlier the water supply networks project was approved. Laying of the water main on the southern border of Nizhny Novgorod began last year, by the end of which about 45% of the planned volume had been completed. Originally the completion of the water supply networks was scheduled for May 2024, and commissioning for November. However, due to a prolonged design stage, the start dates for construction of the sewerage infrastructure were postponed to 2025.

      The project’s implementation will reduce the load on the existing utility system and create conditions for the development of new residential districts, including under the mechanism of comprehensive territory development (KRT). One of the largest residential development projects has already begun in the area of Olgino village, and more than 1.1 million sq. meters of housing are planned near Novinki.
