Many landowners perceived the new rules defining signs of non-use of land plots as a threat, fearing that their land could now be taken away if it is not used. However, Rosreestr's Nizhny Novgorod office hastened to reassure residents of the region, emphasizing that such fears most often arise from a lack of information.
The agency reminded that on September 1 new rules adopted by the Russian Government's decree of 31 May 2025 came into force. The document supplements the provisions of the law effective since 1 March and contains a list of indicators by which a plot may be declared unused.
Head of Rosreestr's Nizhny Novgorod office Oksana Shtein explained that the innovations are aimed not at conscientious owners but at actual neglect.
"The new list is a tool for clarity and protection. Its purpose is not to take land away, but to eliminate the consequences of years of non-use that harm neighbors, the environment and the region's economy," she stressed.
To implement the new norms, Rosreestr prepared methodological recommendations. They describe the procedure for identifying signs of misuse of plots and simplify the work of oversight authorities.
Thanks to the approved criteria, it is possible to objectively assess whether land is being used as intended. Owners, after familiarizing themselves with the list, will be able to understand in advance which actions may lead to a plot being declared unused and take measures to comply with the law.
The chairman of the Nizhny Novgorod branch of the Union of Gardeners of Russia, Vladimir Lyapunov, noted that abandoned plots are a serious problem for gardening associations. They become sources of garbage, weeds and unpaid dues.
"This problem has finally moved off the dead center. Since 1 September clear indicators have come into force that can be used to determine whether a plot is being used. It is now important to convey this information to all owners to avoid misunderstandings and disputes," Lyapunov said.
Rosreestr emphasizes that the new rules not only tighten control but also help owners by providing clear guidelines for complying with land legislation.
