A camera in the Nizhny Novgorod region has begun recording drivers holding phones.

      A new photo and video enforcement camera capable of detecting drivers holding a mobile phone while driving has started operating in the Volodarsky District of Nizhny Novgorod Oblast. It also records unfastened seat belts and speeding. This was reported by the Regional Center for Transport Systems Development.

      The CRTS reminded that, according to clause 2.7 of the Traffic Rules, using a phone at the wheel is permitted only if technical means allowing hands-free conversation are available — for example, via speakerphone or a headset. Any holding of a phone in the driver's hands is considered a violation, regardless of whether it is at the ear or in front of the eyes. The fine for using a phone while driving is 1,500 rubles.

      "A violation is precisely the presence of a phone in the hands while driving. It does not matter where the smartphone is — at the ear or in front of the eyes: if the camera records it in the driver's hands, grounds for bringing administrative proceedings will be formed," explained Alexander Bachurin, acting director of the State Public Institution of the Nizhny Novgorod Region CRTS.

      He added that the installation of the new camera is aimed at improving road safety and reducing the number of accidents caused by driver inattention.

      It was previously reported that by the end of 2025 another four photo and video enforcement systems are planned to be installed in Nizhny Novgorod to monitor compliance with rules for driving in dedicated lanes.
