      On September 10, a meeting of the State Council of the Russian Federation’s commission on the "Industry" direction was held in the capital, chaired by the Governor of the Samara Region, Vyacheslav Fedorishchev. The central theme of the meeting was the development of unmanned aerial and marine systems and their integration into the country’s economy and infrastructure.

      The meeting was attended by the Minister of Industry and Trade of Russia, Anton Alikhanov, representatives of the State Duma and heads of federal subjects. Participants noted the rapid growth of the industry: in 2024, 16,400 civil drones were produced in the country — three times more than in the previous year. The total number of registered devices exceeds 134,000.

      Vyacheslav Fedorishchev emphasized that unmanned technologies play a key role in ensuring technological sovereignty and economic development. Among the achievements already reached, he cited the introduction of tax benefits, the approval of airworthiness standards, the creation of specialist training centers and the implementation of standard flight regulations in 19 regions.

      Anton Alikhanov reported that 24 drone use-case scenarios have already been posted on the platform of the State Information System for Industry (GISP), including in agriculture, construction and security. A further 16 scenarios are planned to be published by the end of the current year.

      From October 1, a VAT relief will come into effect for drones weighing from 150 g to 30 kg produced within the EAEU. Eight areas of research and development work have also been approved aimed at developing new models and components for unmanned aerial systems.

      Following the meeting, recommendations were given to the Ministry of Agriculture and the Ministry of Industry and Trade to create a registry of companies operating in the field of precision agriculture, as well as to expand support measures for manufacturers of ground and marine unmanned systems. It was also proposed to develop a unified legal regime for the operation of such vehicles in the Arctic zone.

      In the Nizhny Novgorod Region, the development of unmanned aerial systems is being carried out under the national project "Unmanned Aerial Systems." The regional government described comprehensive measures to support the industry and build infrastructure for drone developers and users.

      Priority initiatives include reducing tax rates for UAS manufacturers and component makers, creating a scientific and production center for unmanned systems, and launching an experimental legal regime. Under this regime, trials of drone applications in medicine, logistics and agriculture have already taken place.

      Additionally, companies producing drones have access to a preferential financing program through the regional Industrial Development Fund.

      In the education sphere the region is also focusing on workforce training: 17 classrooms have been created to train UAS pilots in schools and one college in the region.

      Products from Nizhny Novgorod developers are regularly showcased at specialized exhibitions, including HeliRussia-2025, which helps promote regional technologies at the federal level.
