      On 11 September an on-site meeting of the Legislative Assembly of the Nizhny Novgorod Region’s Committee on Transport and Road Management was held at the construction site of the parallel roadway to Gagarin Avenue in Nizhny Novgorod. The chairman of the regional parliament, Evgeny Lyulin, instructed deputies to more actively monitor the progress of this major transport project.

      As part of the visit, committee members and representatives of relevant agencies inspected the site and assessed the progress of construction of one of the city’s key highways. The new parallel roadway is expected to significantly relieve the road network, improve transport accessibility between the Avtozavodsky and Leninsky districts and the highland part of the city, and provide access to prospective residential developments in the south of Nizhny Novgorod.

      According to Evgeny Lyulin, the parallel roadway project for Gagarin Avenue can be called a breakthrough for the city’s entire transport system. He noted that the existing avenue is overloaded: the average annual flow exceeds 73,000 vehicles per day, and during peak hours the road is operating at the limits of its capacity. The construction of the new route should not only solve the congestion problem but also stimulate the development of new residential areas. Lyulin added that the contractor has already reached accelerated work rates on the second stage of the second phase.

      The project is being implemented under a concession agreement between the government of the Nizhny Novgorod Region and LLC "KSK No. 11". The total length of the second, third and fourth phases exceeds 12.3 kilometers. The maximum construction cost amounts to 64.4 billion rubles. Active work is currently underway on the second and third phases.

      The project is already significantly ahead of planned indicators: the first stage of the second phase is 21.3% complete, the second stage — almost 40%, and the third phase — 35.4%. Alongside laying the road surface, engineering structures — bridges and overpasses — are being built. For example, on the bridge over the stream at PK 37 the carriageway is already nearing completion. About 150 specialists and more than 50 units of machinery are working on the site.

      As reported by the project manager from JSC "DSK Avtoban", Anatoly Savchenko, construction of the second and third phases is now at its peak. He noted that 5.5 kilometers of road surface have already been laid; at the same time noise barriers, power supply and lighting systems are being installed, and landscaping and slope reinforcement works are being carried out. According to him, the contractor plans to complete construction by late 2026 — early 2027, although under the terms of the concession the final deadline is set for the first quarter of 2029.

      The final and key element of the project will be the fourth phase, which provides for the construction of a bridge across the Oka. This section will connect the Prioksky and Avtozavodsky districts, completing the formation of a unified and efficient transport scheme for the city.

      The chairman of the Committee on Transport and Road Management of the Legislative Assembly, Vladimir Soldatenkov, emphasized that the volumes of work completed are impressive, especially considering the project started only a year ago. He noted the complex terrain of the route and the high qualification of the contractor. He also thanked the regional government and Governor Gleb Nikitin for the preparatory work done: approvals, calculations and the economic justification of the concession. Soldatenkov added that the main task now is to ensure the implementation of the fourth phase, for which federal funding is required. Applications for interbudgetary transfers have already been submitted, and he expressed confidence that this strategically important project will be brought to completion.

      It was reported that more than 20 garages will be taken for the construction of the parallel roadway to Gagarin Avenue.
