Governor of the Nizhny Novgorod Region Gleb Nikitin inspected the completion work on the first phase of the reconstruction of the Nizhny Novgorod aeration station. The work is being carried out as part of the "Treatment Facilities" incident response overseen by Deputy Prime Minister Dmitry Patrushev.
The regional head inspected the station’s key technological facilities and held an on-site meeting.
"Together with the client and the general contractor, I inspected the treatment facilities where commissioning work is already underway. I see progress on the roadmap we agreed at the end of last year. The contractor, despite incurred costs, has established financial discipline, mobilized resources and brought many facilities to the final stage. There are more than 50 such facilities in the first phase. With the mayor of Nizhny Novgorod, Yuri Shalabaev, and the head of Vodokanal, Dmitry Sivokhin, we discussed the preparation of design and estimate documentation for the second phase of modernization. Following the meeting, we decided to create a separate regional scientific and technical council — it will evaluate the new wastewater treatment technologies and sludge drying methods that are planned to be used in the second phase of the reconstruction," said Gleb Nikitin.
According to the general contractor, installation work is now being completed, client comments are being addressed, electrical work is underway and the site is being landscaped. Positive state expert conclusions have been obtained for all works being performed. More than 100 people work on the site every day.
According to the roadmap, all general construction work and landscaping are scheduled to be completed by the end of October. Commissioning work is already underway at a number of first-phase facilities. At the same time, measures are being taken on the aeration station’s grounds to prevent the appearance of hydrogen sulfide odor at the operational facilities. The LIT air purification units at the screen building have been put into commissioning mode, installation of the cover for the inlet reception channels that receive untreated sewage from the main collectors is being completed, and the "Wet Barrier" system has been installed and is operating in trial mode.
As previously reported, the technical readiness of the main buildings and structures, as well as equipment installation within the first phase, have been completed to 97%. The remaining work is planned to be finished by the end of 2025, process automation systems implemented, and acceptance carried out.
The Nizhny Novgorod aeration station, commissioned in 1975, is one of the largest water treatment facilities on the Volga. It serves not only Nizhny Novgorod but also the city of Bor.
On August 22, 2025, Gleb Nikitin reported to the President of Russia Vladimir Putin on the preliminary approval of the application for implementation of the second phase of the station’s reconstruction under the federal project "Water of Russia" of the national project "Ecological Well-Being." The second phase is expected to be carried out in 2026–2029. Design documentation is currently being revised and is planned to be submitted for state expert review by the end of the year.
Recall that since 2025, at the direction of President Vladimir Putin, the national project "Ecological Well-Being," which combined the objectives of the previous national project "Ecology," has been implemented. It is aimed at improving the state of the environment and enhancing quality of life: creating infrastructure for waste sorting and processing, eliminating landfills and cleaning water bodies, preserving forests, reducing atmospheric emissions, developing ecotourism and conserving rare animal species.
The national project includes six federal projects: "General Cleanup," "Water of Russia," "Conservation of Biological Diversity and Development of Ecotourism," "Forest Conservation," "Circular Economy," and "Clean Air."
