Investment profiles of municipalities in the Nizhny Novgorod Region have been updated.

      Investment profiles of the municipalities of Nizhny Novgorod Oblast have been updated. This was reported by the Development Corporation of Nizhny Novgorod Oblast.

      The investment profile of a municipality is one of the elements of the municipal investment standard (the investment standard includes 10 elements* in total). The profiles were developed by the Ministry of Economic Development of Nizhny Novgorod Oblast and the Region Development Corporation. They contain key information about a municipality’s socio-economic characteristics, business environment, potential and investment niches. Such a “portrait” allows entrepreneurs to quickly assess the conditions for doing business and find a suitable area for investment.

      In 2023, the Russian Ministry of Economic Development recommended replicating this Nizhny Novgorod practice in municipalities across the country.

      “Working with municipalities is especially important for us, because all investments start with the land and a concrete project. We help territories support their initiatives and develop their potential. It is not easy for a municipality to independently find an investor and present its territory, so our task is to make this process as clear and accessible as possible,” emphasized Artur Batursky, Deputy Minister of Economic Development and Investments of Nizhny Novgorod Oblast.

      As part of the latest update, the socio-economic indicators of the municipalities and investment niches were updated, and surveys of entrepreneurs and government representatives were conducted to identify the needs of the districts.

      “Investment profiles help entrepreneurs familiarize themselves with the specifics of each municipality and choose a potential project to implement. In addition, based on the analysis carried out by the Corporation’s specialists, ‘pre-packaged’ investment solutions are being developed — projects with calculated parameters that require minimal preparatory work from a potential investor,” said Igor Ishchenko, General Director of the Development Corporation of Nizhny Novgorod Oblast.

      The investment profiles of the municipalities of Nizhny Novgorod Oblast can be viewed on the region’s investment portal.

      Recall that in 2025 Nizhny Novgorod Oblast confirmed its status as one of the leading regions in the ASI National Ranking of Investment Climate, once again taking second place.

      *The municipal investment standard must meet the following criteria:

      - the presence of a section on investment activity on the municipality’s portal;

      - the presence of an investment profile for the municipality;

      - the presence of an investment commissioner in the municipality;

      - the presence of an advisory body under the head of the local administration;

      - the presence in the municipality’s strategic planning document of a section containing information on the implementation of investment projects in the district and the creation of infrastructure necessary for investors;

      - the presence in the municipality of a regulation governing the support of investment projects;

      - the presence of approved key performance indicators for the head of the local administration and the municipality’s investment commissioner;

      - the presence of a “feedback” mechanism between investors and the administration, including quarterly meetings with businesses;

      - regular professional retraining and skills upgrading to assist in the implementation of investment projects;

      - the presence of a cooperation agreement between the municipal formation, the development agency and the regional government body of the subject of the Russian Federation authorized to implement the support system for new investment projects.
