
Nizhny Novgorod residents are being invited to vote, with promises of transparency and comfort.
The Election Commission of the Nizhny Novgorod Region continues active preparations for the Single Voting Day, which will take place from September 12 to 14, 2025. On these days residents of Nizhny Novgorod will elect deputies to the City Duma.
Personal communication as the main tool of information
The election commission informs citizens about the upcoming elections through various channels: from information screens and smart bus stops to media publications. However, as the chair of the regional election commission Margarita Andreeva notes, the best way to convey information is face-to-face communication.
According to her, the primary goal is to deliver information about the elections to every voter, reach every house, every apartment, and answer all questions of interest to voters.
As part of the federal project "InformUIK," developed by the Central Election Commission, members of precinct election commissions went door-to-door to voters, visiting them at home. The canvassers explained where and how to vote, which candidates were registered, and also verified voter data to update the lists. During the visits they also determined the preferred voting format — at the polling station or at home.
Tablets and a specialized mobile application were used to collect information.
Anna Krasilnikova, Deputy Chair of the Election Commission of the Nizhny Novgorod Region: "We do not campaign, we explain. It is very important to understand that this is not campaigning but informing about the upcoming elections and about the most convenient form of voting for the voter!"
The period for door-to-door (apartment-to-apartment) visits in the city of Nizhny Novgorod has already ended; it took place from August 15 to 30, 2025.
On the results, Margarita Andreeva: "Canvassers covered 98% of households, the proportion of doors opened by voters is 75%, and the number of informed Nizhny Novgorod voters is almost 800,000 people. I am confident that such targeted work through professional, detailed and accurate voter information and informational and explanatory activities will help increase turnout in the upcoming elections for deputies to the City Duma of Nizhny Novgorod. I would like to take this opportunity to thank our precinct commission members for the professional and high-quality work they have done."
Public observation and process transparency
Control over the conduct of the elections is carried out jointly with the Public Chamber of the Nizhny Novgorod Region. This year it is planned to send 1,800 public observers to the city’s polling stations, and more than 3,000 across the entire region. Three observers will work at each station.
Observer training takes place in several stages. During the voting days a situational center will traditionally operate at the Public Chamber, where the work will be coordinated by independent experts and media representatives. A hotline will also be opened where suspected violations can be reported. Any voter in the Nizhny Novgorod Region can contact the hotline.
Polling station security is a priority
Ensuring voters’ safety is one of the key tasks. As noted by the regional election commission, a set of preventive measures is currently being carried out with the participation of relevant services. Compliance with fire safety requirements is being checked and actions in emergency situations are being rehearsed.
Commission members also receive appropriate training in case of unforeseen situations on voting day. All polling stations are equipped with the necessary informational materials. Emergency services will be on duty.
Accessibility for people with disabilities
Particular attention is paid to organizing stations for voters with disabilities. Premises are undergoing accessibility assessments: 98% of stations in Nizhny Novgorod are located on the ground floor, equipped with ramps and call buttons.
If a station is located above the first floor, call buttons are installed and volunteers are enlisted to assist. Materials for visually and hearing-impaired citizens are also being prepared, including Braille and large-print materials.
On September 14 a dispatch center for sign-language interpreting will be operating. At stations with a large number of visually impaired voters, typhlo-markers will be installed that allow a ballot to be read with a special device. This technology has already received positive feedback from voters with disabilities.
Youth are invited to vote
Special attention is paid to young voters. The election commission conducts an ongoing explanatory campaign, telling about the importance of participating in elections and engaging young people through various formats.
Just this year several seminars were held across Nizhny Novgorod in various secondary and higher education institutions. Young voters were briefed on the importance of participating in elections and the responsibility for the future of their city, region and country as a whole.
For the first time, more than 19,000 young people will be able to vote in the City Duma elections. Commemorative "everlasting" pens have been prepared for them.
You can also vote at home
Elections to the City Duma will be held in 39 electoral districts, each with its own list of candidates. Voting will be organized over three days: September 12, 13 and 14. Polling stations will operate from 08:00 to 20:00.
In addition, you can cast your vote at home — for health reasons, when caring for a child or a relative. Applications for home voting can be submitted from September 4 until 14:00 on September 14.
