
Insurance policies for first-graders: United Russia deputies congratulated schoolchildren in Nizhny Novgorod on Knowledge Day

In the new 2025–2026 school year more than 33,000 young residents of Nizhny Novgorod crossed the threshold of schools and took their seats at desks for the first time. In honor of Knowledge Day every first-grader received an insurance policy. In the event of an accident involving a child, the document guarantees payment of financial assistance to the pupil’s parents or legal representatives.
The distribution of the policies has become a traditional part of Nizhny Novgorod’s September 1 school assemblies. At the celebration at School No. 176 in the city of Nizhny Novgorod, Vadim Bulavinov presented insurance policies to the first-graders. 142 children received the documents.
“I wish all first-graders interesting knowledge, loyal friends and boundless discoveries. A world of new opportunities opens up for them, a new chapter in their lives. And it is very important that, thanks to the project ‘Into the Future with United Russia,’ every first-grader in the Nizhny Novgorod region received an insurance policy that is valid for the entire school year and gives students and their parents extra peace of mind and a sense of security,” emphasized State Duma deputy Vadim Bulavinov.
The regional project has been implemented in the Nizhny Novgorod region since 2003. Over time more than 830,000 first-graders in Nizhny Novgorod and the region’s municipal districts have been insured free of charge.
The insurance protects the pupil round the clock throughout the school year, including during non-school hours and school holidays. The policy’s coverage amount is 50,000 rubles. In 2024, 93 insured incidents were registered under the project. Total payments amounted to more than 310,000 rubles.
“Insurance is very important in the modern world because you never know where danger may lie in wait. Of course, we would very much like our first-graders to never have to use this policy. But the fact that such an option exists and that one can count on support in a difficult situation is very valuable,” said Alina Kulikova, deputy director of MAOU “School No. 176.”
State Duma deputy Artem Kavinov congratulated the students and teachers of Borsky School No. 1 on Knowledge Day.
“Standing at the assembly in Borsky School No. 1 together with my grandchildren, I myself seemed to return to childhood, remembering my first school years,” he shared.
The deputy handed first-graders insurance policies — a traditional gift from United Russia at the start of the school year.
“May this year be safe for them and full of wonderful discoveries! And for four senior students, Knowledge Day was also marked by another important event — the presentation of passports. A new school year is a new stage of adult life!” he noted.
According to Artem Kavinov, the first bells rang today for students of other schools in the Nizhny Novgorod region as well.
“Children from Gorodets and the village of Pizhma in the Tonshaevsky district stepped across the thresholds of renovated schools. Almost 400 million rubles have been allocated for major renovations, modern equipment and the creation of ‘Tochka Rosta’ centers,” he said. “The school renovation program is part of the party’s people’s program. We carefully control all stages of the work — from design to acceptance — together with public task forces, parents and teachers. By the end of the year it is planned to complete renovations in 580 schools across the country under the party and the Ministry of Education’s program. In addition, we managed to complete ahead of schedule the President’s directive to build 1,300 new schools. The program of school construction and major renovations will continue. In the autumn session we will discuss the draft federal budget for next year and will seek allocation of the necessary funds for the Nizhny Novgorod region.”
Recall that building a system of measures to support families with children and modernizing educational infrastructure in the regions are priorities of United Russia’s people’s program. In the implementation of projects, approaches and tools are constantly being improved, and new initiatives and formats are emerging.
