      The Central Bank of Russia has obliged banks to explain the reasons for blocking bank cards and suspending account operations, the TV channel "360" reports. This decision was made in response to frequent cases when customers do not understand why their cards were blocked and how to remove the restrictions.

      The regulator emphasized that banks are obliged to provide customers with comprehensive information about which legislation and which of its provisions formed the basis for the measures taken. In particular, banks were reminded of the need to distinguish the requirements of Law No. 161-FZ "On the National Payment System," aimed at combating fraud, and Law No. 115-FZ "On Countering the Legalization (Laundering) of Proceeds from Crime and the Financing of Terrorism."

      The Central Bank noted that banks must inform customers about what actions need to be taken to protect their rights and lift the restrictions. The regulator also drew attention to cases in which banks simultaneously cite both laws without sufficient grounds, leading to double restrictions. Such practice has been deemed unacceptable, and banks have been advised to avoid it.

      Recall that a year ago a new law was adopted, under which banks introduced a system for blocking money transfers: operations are suspended for two days if a customer makes suspicious calls or engages in prolonged correspondence via mobile phone.
