Owners who have not yet had their land plots surveyed should contact a cadastral engineer. The specialist will carry out the necessary measurements, agree the boundaries with neighbors and submit the information to Rosreestr. After that the owner will receive documents with officially established boundaries, said Maxim Paikov, deputy head of the Rosreestr office for Nizhny Novgorod Oblast, in an interview with NIA "Nizhny Novgorod".
This is especially relevant given that, as of 1 March 2025, amendments to the legislation entered into force stipulating that carrying out a survey has become a mandatory condition for the registration of any transactions involving plots — whether a sale, a gift or the creation of a mortgage. Without boundaries entered into the Unified State Register of Real Estate, it is now impossible to register a transaction.
The NIA "Nizhny Novgorod" interlocutor explained that the innovation is aimed at reducing the number of disputes between neighbors and increasing the legal protection of owners. Establishing official boundaries makes land ownership more transparent and secure.
A list of accredited cadastral engineers is posted on Rosreestr's official website. According to Paikov, timely surveying is an important step in confirming land rights and freely disposing of one’s plot.
It was also previously reported that, as of 1 March, amendments to the legislation concerning the procedure for the use of land plots and the procedure for their withdrawal in cases of misuse or failure to develop them came into force.
