The Legislative Assembly of the Nizhny Novgorod Region approved in the second reading a bill providing for administrative liability for failure to comply with rules for keeping pets. This was reported by a correspondent of NIA "Nizhny Novgorod" who attended the regional parliament session on August 28.
Among the violations subject to sanctions are keeping animals in non-residential premises of apartment buildings, walking dogs without a leash and muzzle, and visiting (with pets, except guide dogs) medical, educational and cultural institutions, catering establishments, retail outlets and other places where a ban is in place.
Deputy Dmitry Malukhin said that to date only four cases of violations have been recorded, all after the dog had already harmed a person. He emphasized that the police are not authorized to deal with such matters, which complicates the recording of offenses.
In this connection the deputy proposed preparing an initiative to amend federal legislation in order to change the procedure for recording such violations. His colleagues supported this proposal.
Earlier it became known that Russia opened its first criminal case over allowing a dog to roam free.
