      At the Legislative Assembly of the Nizhny Novgorod Region, the next meeting of the Commission on the implementation of the results of the lean management system under the Council of Legislators of the Volga Federal District was held.

      Participants exchanged successful experiences in applying new approaches to work that make processes more efficient, faster and more open to citizens.

      Representatives of legislative bodies from various regions of the Volga Federal District shared best practices for optimizing their activities. Alexey Melnikov, Deputy Head of the Office of the Saratov Regional Duma, spoke about the complete transition to electronic document management. According to him, this step has significantly reduced the time for processing, coordinating and signing documents, which is critically important for prompt legislative work. In addition, the process has become more transparent: now any resident can track the status of any bill on the Duma’s website, review the conclusions and all amendments made.

      The topic of the work of public councils provoked lively interest and discussion among participants. Speakers discussed whether their creation is an obligation or a right of the parliament, and how they differ from the already existing expert councils attached to committees. Sergey Smyshlyaev, Head of the Office of the State Assembly of the Republic of Mari El, also shared his experience in implementing lean technologies. Thanks to them, the republic managed to optimize the preparation and conduct of sessions, reducing the time of many work processes.

      Particular attention at the meeting was paid to future steps. Issues of digitalization, the implementation of Russian software and ensuring cybersecurity will be discussed in detail at the Interregional Conference "Infoforum — Volga 2025", which will be held in Nizhny Novgorod from September 23 to 26. The Legislative Assembly of the Nizhny Novgorod Region will co-organize a themed session dedicated to digital transformation and information protection in parliaments.

"Each region has already accumulated unique experience, and it is precisely the live exchange of practical cases, the discussion of real problems and the joint search for solutions that allow us to develop the most effective approaches to digital transformation.
