A woman from Nizhny Novgorod expanded the coffee shop's product range thanks to a social contract.

      A resident of Nizhny Novgorod, Yulia Senatova, expanded the range of products in her own coffee shop thanks to a social contract. This allowed the woman to increase her profit from doing what she loves.

      The Nizhny Novgorod resident shared that the idea for the coffee business came to her long ago and began with a personal interest in this aromatic drink.

      “I remember as long as I can, there was always a jar of instant coffee in the kitchen cabinet at home; then I moved on to a higher-quality option — ground coffee brewed in a cezve. Later, visits to coffee shops became a habit. I became genuinely interested in learning how one coffee variety differs from another, what the rules are for preparing this invigorating drink. All these details fascinated me so much that I began to train as a barista and even worked as one for a little over a year,” the woman said.

      Having gained the necessary experience, Yulia Senatova decided it was time to start her own business. In October 2024 the Nizhny Novgorod coffee shop opened its doors to its first customers. After six months of operation the entrepreneur realized that her business needed a small-scale production of baked goods and desserts to develop further.

      To achieve this goal the regional resident decided to use state support. She drew up a business plan and went to the local department of social protection. By May Yulia’s business idea had been approved and the woman signed a social contract for the development of individual entrepreneurial activity.

      The Nizhny Novgorod resident was allocated 350 thousand rubles. With the funds she bought a large pastry display case, a refrigerator, a chest freezer, a melanger for making nut pastes and chocolate, a planetary mixer, a dough sheeter, and also installed an outdoor sign.

      “When I set out to open my own business I understood it would not be easy. Initially I invested a fair amount of my own money in the coffee shop, which was used to buy the coffee machine, grinders, a pastry display, a bar counter, and other equipment. When I decided to grow, the payments under the social contract significantly eased the task for me. In addition, thanks to the modernization of the coffee shop the number of customers and, accordingly, profit have noticeably increased. Today I am full of optimism and plans for the future. I want to open several more coffee shops in different districts of the city,” the entrepreneur said.

      The Ministry of Social Policy of the Nizhny Novgorod Region reported that since the beginning of 2025 about 2.3 thousand social contracts have already been concluded in the region. More than 1.5 thousand people signed social contracts for the development of individual entrepreneurship, 37 people — for running personal subsidiary farms, around 500 people — for employment purposes, and more than 300 people — to overcome difficult life situations. More than 1.1 billion rubles from federal and regional budgets have been allocated for these purposes.

      To conclude a social contract, it is necessary to draw up a business plan and apply to the local department of social protection. The corresponding application can also be submitted remotely — on the Gosuslugi portal.

      We remind you that this social support measure is provided to low-income families or low-income individuals living alone who find themselves in a difficult life situation and, through no fault of their own, have an average per-capita family income below the subsistence minimum per person established by the government of the Nizhny Novgorod Region. The decision to conclude a social contract is made by a commission. Priority in receiving the measure is given to citizens who already have relevant successful experience running their own business. Large families and families of participants in the special military operation also have priority when the support measure is assigned.

      Since 2025 the social contract as a mechanism of financial support for citizens has been included in the national project “Family,” which is being implemented at the direction of Russian President Vladimir Putin. The new national project is the successor to the previously implemented national projects “Demography” and “Culture.” It envisages measures promoting the comprehensive development of families: expanding support measures, creating conditions for active longevity of the older generation, and ensuring high-quality and accessible medical care.
