Nizhny Novgorod authorities are reallocating the budget to help citizens.

      Important changes are planned in the Nizhny Novgorod Region's 2025 budget. The main emphasis is on strengthening social support. The investment program is also being adjusted and receipts from the federal budget are being clarified. This is stated in the draft amendments to the regional budget submitted for consideration to the Legislative Assembly.

      The explanatory note says the region's revenues will decrease by more than 4.1 billion rubles and will amount to 361.2 billion rubles. Expenditures, by contrast, will increase by almost 4.9 billion — to 406.5 billion rubles. As a result, the budget deficit will increase by 9 billion rubles and reach 45.3 billion.

      The bulk of the additional spending is material assistance to people who have found themselves in difficult circumstances. Nearly 6 billion rubles will be allocated for these purposes. Another 11 million rubles will be allocated to support organizations selling products of folk arts and crafts.

      The federal center will also add funding: 50 million rubles for the construction and equipping of a school for gifted children, 42 million for the development of tourist and urban infrastructure, and 2 million for payments to honorary donors. The total amount of non-repayable receipts will increase by about 94 million rubles.

      The revenue decline is mainly related to a reduction in receipts from managing balances of funds in the Treasury account — minus 3.4 billion rubles. Revenues from paid services and reimbursements also fell — by 642 million rubles.

      To cover the increased deficit, the region plans to take out bank loans of almost 9 billion rubles. Some funds will also be freed up by carrying over appropriations for state guarantees.

      In 2026 the changes are minimal — budget revenues and expenditures will be reduced by 50 million rubles. This is due to part of the federal funds for school construction being moved from 2026 to 2025. The 2027 budget remains unchanged.

      The changes affect articles of the budget law and annexes concerning revenues, expenditures, subsidies, subventions, support for families, municipalities and non-profit organizations, as well as the borrowing program for the next three years.
