      In the first half of 2025, employees of the Volgo-Vyatka Main Directorate of the Bank of Russia (VVGU) identified 74 illegal lenders, 14 of which operated in the Nizhny Novgorod Region. This was reported by the directorate’s press service.

      According to the regulator, most of these organizations disguise themselves as consignment stores, but in fact issue loans secured by property. This is a violation of the law, since such activity falls within the competence of pawnshops, which are required to be included in the Bank of Russia’s state register.

      Unlike licensed pawnshops, illegal lenders do not issue borrowers pawn tickets, in which the loan terms, including the interest rate and repayment period, must be clearly specified. As a result, clients risk facing inflated interest rates or even losing the property put up as collateral.

      In addition, in January–June 2025 five Ponzi schemes were uncovered in the regions where the VVGU operates.

      Earlier it was reported that the cost of one square meter of housing in Nizhny Novgorod’s new buildings, taking into account all payments under a market mortgage, is almost 1.4 million rubles.
