33 blind participants from 21 regions of Russia have become finalists of the "Drivers of Digital Inclusion" project. They will become students of a remote course for testers of non-visual accessibility of government and municipal websites. Training will start at N.I. Lobachevsky Nizhny Novgorod State University in September 2025. A total of 184 applications were submitted for the course from 55 regions.
According to the organizers, during 72 hours of training participants will receive all the necessary knowledge in HTML. This is the standard markup language used to create web pages and display various content in a browser. Future testers will also be trained in the specifics of WAI-ARIA — the technological standard for enabling full use of the Internet by people with physical disabilities — in the use of developer tools, will learn to check website code and identify accessibility problems, find optimal solutions for adapting interfaces, and interact with clients and developers at all stages: from technical specification to acceptance.
"Blind people will be able to speak with site owners and developers in the same language and, most importantly, will understand the entire process of creating government internet resources. This will help simplify the dialogue between the end user and the site creator to achieve the best result," said Alexander Sinelobov, Minister of Digital Development and Communications of the Nizhny Novgorod Region.
The project includes paid internships for testers on the government websites of the project's partner regions with the possibility of further employment.
Program graduates will be able to help regional authorities bring web resources into compliance with accessibility requirements for visually impaired and blind users. According to new requirements of the Ministry of Digital Development of the Russian Federation that came into force last year, contractors are obliged to ensure equal access to the main interfaces of sites for users with low vision and even total blindness. When implementing these innovations, authorities need the necessary experience.
Training is provided free of charge. The project's mentors are web accessibility experts from the Laboratory of Inclusive Technologies (Linktech) under the government of the Nizhny Novgorod Region and the company VK.
According to Linktech head Ilya Lebedev, already at the beginning of next year blind graduates of the course will start internships in the regions and will be included in work on the accessibility of government websites.
The "Drivers of Digital Inclusion" project is being implemented by the Camerata center in partnership with N.I. Lobachevsky Nizhny Novgorod State University with the support of the Presidential Grants Fund, the Nizhny Novgorod Region government team and the "Digital Russia" project.
It should be recalled that ensuring the accessibility of government websites to a wide range of users meets the objectives of the national project "Data Economy and Digital Transformation of the State", which has been implemented in Russia since 2025 by order of Russian President Vladimir Putin.
