      Municipalities of Nizhny Novgorod Oblast are actively developing international cooperation by concluding sister-city agreements with regions of foreign countries. Leading in the number of established sister-city links are Nizhny Novgorod with 25 agreements, six of which are with cities in China; Arzamas, which has signed 10 contractual documents, including four with municipalities of the Republic of Belarus; and Gorodets, which has seven agreements. The results of the cooperation were summed up at the regional Ministry of International and Interregional Relations.

      “Nizhny Novgorod Oblast has about 80 intermunicipal agreements with foreign countries. Particularly notable are the strong ties with regions of the Republic of Belarus and the People’s Republic of China. The signed contractual documents are not just a formality; they are an effective tool that allows our municipalities to implement concrete projects, attract investment and open new horizons for development. We are constantly working to improve the legal framework of cooperation to ensure the most effective interaction with international partners,” said Olga Guseva, Minister of International and Interregional Relations of Nizhny Novgorod Oblast.

      Within the framework of the signed agreements there is school exchange: for example, for four years students and teachers from the Republic of Abkhazia have been visiting Nizhny Novgorod, strengthening communication between children and exchanging best practices among teachers. In addition, cooperation is underway in the field of youth policy. In August 2025 the final of the “Team Abkhazia” program took place, whose graduates actively participate in implementing significant initiatives, including in Nizhny Novgorod. Cultural exchange is also carried out: for example, in Bukhara the Nizhny Novgorod Chamber Choir, the V. T. Stepanov Chamber Musical Theater and the folk song ensemble “Lyubava” have already performed.

      Arzamas is adopting the tourism and cultural experience of the Chinese city Huangshan. Gorodets actively exchanges experience with its Belarusian sister cities in organizing agriculture and improving the operation of housing and utilities services at the Congresses of Small Towns.

      Since the beginning of 2025, Nizhny Novgorod municipalities have signed seven new agreements with cities from the Republic of Belarus, China, Brazil, Iran, Ethiopia and Kyrgyzstan. The Forum of the Regions of Russia and Belarus, held in Nizhny Novgorod in June 2025, played a special role in strengthening international ties. Within the event, Nizhny Novgorod and Gomel, as well as Dzerzhinsk and Novopolotsk, became sister cities.

      This year another 16 agreements with regions of 10 countries are planned to be concluded.

      “We see how strong sister-city ties contribute not only to cultural exchange but also to economic growth. Our task is to create such conditions that every new agreement opens new horizons for our cities and residents, making Nizhny Novgorod Oblast even more open and attractive for international partnership,” Olga Guseva added.
