      Incidents

      The Federal Postal Service Directorate for the Nizhny Novgorod Region (JSC "Russian Post") has been held administratively liable after an investigation of an accident involving a postwoman. This was reported by the regional state labor inspectorate.

      The incident occurred on 3 December 2024 in Gorodets. A dog that had slipped off its chain attacked a 68-year-old postal worker when she approached the fence of a residential house. The woman suffered multiple injuries to her arms while trying to protect herself from the animal. Passing motorists rescued the victim and took her to the district hospital.

      According to the investigation carried out by the State Labor Inspectorate in the Nizhny Novgorod Region, the primary cause of the incident was the victim’s failure to use personal protective equipment, in particular a dog deterrent. A contributing factor was the lack of proper supervision by the unit’s management over the performance of work and observance of labor discipline.

      In addition, violations of the requirements of Article 228.1 of the Labor Code of the Russian Federation were identified — the employer did not send the required notification of the accident within the prescribed period.

      As Ilya Moshes, the chief state labor inspector in the Nizhny Novgorod Region, reported, following the inspection the Federal Postal Service Directorate for the Nizhny Novgorod Region (JSC "Russian Post") was fined 100,000 rubles.

      The employer was issued an order to eliminate the identified violations and to prepare and approve an Act in the form N-1. The document was drawn up on the basis of the labor inspector’s findings. The order has already been executed, and the rights of the injured worker have been restored.

      It should be noted that in 2025 a dog attack on a postman was also recorded. This occurred in June in the Ardatov district. The state labor inspectorate also reported attacks by aggressive cats on veterinarians in Bor and in Semyonov.
