      Prime Minister Mikhail Mishustin expressed dissatisfaction with the previous system of administrative burdens on teachers, under which they spent more time filling out paperwork than conducting the educational process. He stated this during a meeting with the head of Rospotrebnadzor, Anzor Muzaev, according to the "360" TV channel.

      Mishustin emphasized that it was previously unacceptable for teachers to be forced to spend more time on paperwork than on their core responsibilities.

      Muzaev, in turn, reported that the volume of paperwork teachers need to handle has decreased by 25 times.

      By government order, a feedback system for teachers—the Rospotrebnadzor chat-bot—was introduced in 2025. This system allows for prompt responses to issues at both regional and individual educational institution levels. Since the beginning of the year, it has processed over 6,000 inquiries. Most questions are advisory, but there are also complaints about violations of teachers' rights.

      Earlier, the Ministry of Education approved working hours standards for teachers, limiting their workload to 18 hours per week. The exact number of working hours may vary depending on the decision of the individual educational organization. Prior to this, norms for students' academic load were established.
