Elections 2025: When and who will be elected in the Nizhny Novgorod region

      This fall, residents of Nizhny Novgorod will face another election. They will take place on September 14, and until then, campaigning by candidates vying for legislative seats at various levels—from regional districts to the newly unified Duma of Nizhny Novgorod—will be ongoing.       Three Key Days

      Although the Unified Voting Day is September 14, the elections, as in previous years, will be held over three days: from September 12 to 14. As for voting formats, citizens are presented with options: 1) the traditional method—voting at a polling station, receiving a ballot, and choosing a candidate (stations will operate all three days from 8:00 to 20:00); 2) voting at home for valid reasons, such as caring for a young child, illness, or physical limitations (this must be reported to the relevant precinct election commission in advance, either in writing or orally). There will be no remote voting this time. Regarding the region, as explained by Margarita Andreyeva, chair of the Nizhny Novgorod Election Commission, in areas where there are no polling stations and no regular public transport, members of the precinct election commissions will travel to voters.

      Everyone Will Be Able to Make Their Choice

      You can find out where your polling station is on the "Gosuslugi" website, as well as on the election commission's online informational portals. For example, on the website of the Nizhny Novgorod Regional Election Commission, under the banner "Digital Services," links are provided to access information about the elections, their timelines, candidates, and the location of your polling station.

      Additionally, special attention is being paid in the Nizhny Novgorod region to ensure that people with disabilities can also participate in voting. They account for about 10% of the total electorate.

      Margarita Andreyeva said, "We regularly conduct an assessment of polling stations regarding accessibility—checking floor levels, availability of ramps, call buttons. Where it’s not possible to place a station on the ground floor, we invite volunteers to assist in transporting voters with limited mobility."

      She also noted that over 70 polling stations are equipped with tactile markers for visually impaired citizens: using a small device resembling a marker, they can independently access all ballot information through voice messages. Additionally, Braille fonts and magnifying glasses will be available.

      "There's a Party..."

      In September, Nizhny Novgorod will form a new City Duma, as the municipality has expanded this year due to the inclusion of the Kstovo district, increasing the number of deputies from 35 to 39. Traditionally, the main political forces of the Volga capital nominate candidates from their party memberships or supporters. So far, six parties have been permitted to participate in the Nizhny Novgorod region's elections without the need for collecting voter signatures. These include "United Russia," the Communist Party of the Russian Federation (CPRF), LDPR, "A Just Russia — Patriots — For Truth," "New People," and the "Russian Pensioners Party for Social Justice."

      Out of all political associations that held internal candidate selection conferences, more than 240 individuals are vying for seats in the new Nizhny Novgorod City Duma. As of August 4, 2025, 201 candidates had registered.

      In total, residents of the region will choose 428 deputies on the Unified Voting Day.

      Moving Online

      In addition, the election commission posts extensive information about the upcoming vote across various digital platforms, reducing reliance on paper-based communication with voters. Margarita Andreyeva believes this approach is modern, trendy, and more engaging for voters.

      Primarily, this includes scrolling messages on "smart" bus stops and transport displays, advertising on elevators with new screens, she clarified.

      Where digital information is difficult to implement, traditional posters reminding residents about the upcoming elections will be placed in designated areas. Moreover, in Nizhny Novgorod, a project called "InformUIC" is planned, wherein precinct election commission members will visit residents’ apartments to inform them about the voting location, time, and formats. Andreyeva emphasized that this is strictly informational and not campaigning. The project will also help clarify voters' preferred voting methods and coordinate the dispatch of mobile voting teams to assist voters at home.

      "We plan to reach every apartment willing to communicate with us, with the hope of informing most of the electorate, which should positively impact turnout," she concluded.

      By the Law

      Regarding the legitimacy of the upcoming elections, the regional election commission places high importance on this aspect. A large team of observers will monitor the vote process, organized by the Nizhny Novgorod Public Chamber, and a situational center will operate to quickly track and respond to potential violations reported by participants. Legal consultations will also be available. Additionally, a hotline will be launched to report any misconduct at polling stations.

      As of July 1, 2025, around 1,087,795 residents of Nizhny Novgorod are eligible to participate in the municipal council elections. The largest district remains Autozavodsky with 227,415 potential voters, followed by Sormovsky with 127,661.
