      EconomicsThe General Director of the Niгnational Regional Development Corporation, Igor Ishchenko, spoke about the work on creating a favorable investment climate in the region at the opening of the second module of the Higher School of Public Administration (HSPA) program cycle "Management Mastery: Developing Regional Teams."

      The three-day training is conducted at the Nizhny Novgorod Institute of Management (NIM) of the Presidential Academy for managers involved in supporting investment projects and working on improving the business climate. The result will be ready strategic programs aimed at enhancing the investment attractiveness of regions. About 200 people are participating in the training—20 teams from the Ural and Volga Federal Districts. The teams include regional executive authorities and local self-government officials, resource supply organizations, and business associations. Since 2025, increasing investment activity has become one of the goals of the national project "Efficient and Competitive Economy."

      "The main task of the Development Corporation is to create comfortable conditions for the implementation of investment projects in the region. One of the performance indicators of this effort is the second place of the Nizhny Novgorod Region in the AСI investment rating. This result was made possible thanks to the highly professional regional investment team, making sound decisions that are then tested and refined based on business input. An important element in working with investors today is digital services. Entrepreneurs have access to an investment portal, support measure calculator, and an investment map, while authorities have full information on ongoing projects through a unified registry," said Igor Ishchenko.

      The developed program for training regional managerial personnel in the field of economics and investments consists of theoretical and practical parts. During the module, participants will discuss forming investment proposals, foreign trade, business communications, and engagement with the business community. Practical classes will also be held to develop advanced professional skills.

      Ekaterina Lebedeva, Director of NIM of the Presidential Academy, addressed the participants with welcoming words. According to her, the experience of the Nizhny Novgorod region regarding investment attractiveness is worth scaling.

      "Nizhny Novgorod has been actively working on improving the investment climate since 2019 and has risen 68 places in the national AСI rating over six years. It is the second-best region in the country! At the 2025 St. Petersburg International Economic Forum, the Russian president highlighted the region among leaders. We were among the first to implement a regional investment standard and became a pilot in the 'End-to-End Investment Flow' project, which helps accelerate permit acquisition and connect businesses to infrastructure. Nizhny Novgorod has initiated amendments to federal legislation to reduce the 'client path' for investors by more than 60 percent. I hope our experience will be useful for colleagues in other regions," said Ekaterina Lebedeva.

      On the same day, the session "Feedback from Business: Opinions of Business Associations" took place, featuring Vladimir Mironov, Head of the National Ratings Agency project of the Autonomous Nonprofit Organization "Agency for Strategic Initiatives for the Promotion of New Projects," Oleg Shevkunov, Director of "Priority Regional Projects" practice at ASI, and Pavel Solodkiy, Chair of the Nizhny Novgorod Regional Branch of the public organization "Delovaya Rossiya."

      Oleg Shevkunov discussed how regions can improve their ranking indicators with ASI.

      "I recommend studying best regional practices and participating in strategic sessions organized by ASI. Our agency is always ready to assist with consultations, methodologies, and internships; the nearest will be held in Bashkortostan, by the way. Also, I advise implementing a well-thought-out methodology for working with investments, as done, for example, in the Nizhny Novgorod region," said Oleg Shevkunov.

      Pavel Solodkiy emphasized that Nizhny Novgorod has established clear and quick interaction between authorities and business, worthy of regional study. Addressing ASI representatives, he proposed including in the national rating system the work done by regions to protect cultural heritage sites.

      At the end of the first day's theoretical part, Nikolai Kolesnikov, representative of the Department of Labor Productivity, Capital Investment Protection, and Promotion at the Russian Ministry of Economic Development, spoke about the "feedback" platform with business.

      Additionally, on the first day, team participants familiarized themselves with the Protected Quarters of Nizhny Novgorod by ANO "ASIRIS": agency specialists presented practices in revitalizing historic spaces, adapting architectural monuments for new functions, and working with investors on two objects within the quarter—the Churches of the Holy Three Hierarchs on Slavyanskaya Street, 4, and Korolenko Street, 18.

      The educational program cycle "Managerial Mastery of the Leader" and "Management Mastery: Developing Regional Teams" was developed by the NIM of the Presidential Academy in cooperation with the Russian Ministry of Economic Development and is implemented under the instruction of the Russian President. Since 2016, 2,500 people from all regions of the country have completed the training.

      In 2025, the educational complex consists of four modules. The first module was held in April 2025 in Moscow. The second module takes place in July-August 2025 across five Russian cities: Moscow, Saint Petersburg, Novosibirsk, Nizhny Novgorod, and Pyatigorsk. The third and fourth modules are scheduled for September and November 2025.
