      In the Nizhny Novgorod region, 84% of recipients of the regional Family (Mother's) Capital have since July 1 chosen the option of regular monthly payments ranging from 10,000 to 30,000 rubles. The "Parent's Salary" will be paid over three years.

      The primary parental income "Osnova" is a regional support measure implemented in accordance with the goals of the national project "Family" during the Five-Year Plan for Families in the Nizhny Novgorod region.

      The total support per child born amounts to up to 1 million rubles, including regional and federal payments. Families welcoming a new child have the choice to receive a targeted lump sum payment or to opt for "Parent's Salary" to receive funds monthly. This approach allows families to decide how best to manage the support measures.

      The "Parent's Primary Income" "Osnova" is available to all families with a new-born, regardless of need criteria. The only requirements are temporary or permanent registration of the mother and child within the region, and registration of the child's birth with local registry office authorities.

      The first month after the program launched showed that families in the Nizhny Novgorod region highly valued the opportunity to receive regular income as "Parent's Salary." The preference for this format indicates that monthly support is the most convenient and in-demand, helping families to plan their budgets and create comfortable conditions for raising children here and now, said Evgeny Zhuravlev, Director of the "Demographic Development Institute."

      As previously stated by Gleb Nikitin, Governor of the Nizhny Novgorod region, raising children is a responsible job, and a parent is a complex but prestigious profession. "If being a parent is a profession, then there should be a salary," Gleb Nikitin concluded, summarizing the Year of the Family in the region.

      The "Parent's Primary Income" can be received as a monthly "Parent's Salary," a large targeted payment, or a combination of both depending on the order of the child's birth. If children are born close together or as twins, payments can overlap and add up.

      For the first child, a family can receive 360,000 rubles as "Parent's Salary" — 10,000 rubles per month for three years. Including federal maternity capital, the total amount reaches 1 million rubles. When subsequent children are born, families can choose the method of receiving parental income.

      Parents of the second child can access monthly payments over three years of 22,222 rubles or a one-time payment of 500,000 rubles, along with 20,000 rubles monthly for 15 months, with the remaining amount covered by federal maternity capital.

      Starting from the third child, the entire million rubles is allocated by the region. A family with multiple children can claim a one-time payment of 700,000 rubles and monthly payments of 30,000 rubles for ten months, or only monthly payments of 30,000 rubles over three years.

      From the fourth child onward, parents are offered a choice of monthly payments of 30,000 rubles for three years or a lump sum of 1 million rubles.

      The "Parent's Salary" is transferred to a bank card and can be used by the family for any purpose: from purchasing medicines to organizing family celebrations or traveling. Targeted payments can be spent on mortgage payments, education at universities or colleges, gasification, as well as buying a new car, ready housing, or construction, including shared ownership.
