SocietyResidents of the Nizhny Novgorod region appreciated the new regional support measures introduced at the birth of children. Among them is the electronic "Gift for Newborn" certificate, which Svetlana Antonova from Nizhny Novgorod has already used. In July, she and her husband Oleg had their second child — a son named Maxim.
The family issued an electronic certificate for 20,000 rubles and made their first order of goods for the newborn from the display of Nizhny Novgorod manufacturers on the Ozon marketplace. The package with the purchases was delivered directly to their door by a courier.
The regional Ministry of Social Policy reminded that around 300 types of goods from Nizhny Novgorod producers are available under the "Gift for Newborn" certificate — from children's furniture to hygiene products.
Svetlana said they already received their first order: diapers, swaddle blankets, and onesies for the baby.
In addition to the certificate, another support measure is in effect for families with children from July 1, 2025, to June 30, 2028 — the Basic Parental Income (regional family capital) "Osnova."
Families expecting their first or second child can receive a supplementary payment to the federal maternity capital. The total payments in such cases will amount to over 1 million rubles. For those having a third or subsequent children, payments are provided solely from the regional budget.
For families with a second child, like the Antonovs, there are two options: either monthly payments of 22,000 rubles for three years or a one-time payment of 500,000 rubles plus 20,000 rubles each month for 15 months.
Svetlana specified that after discussing with her husband, they chose the monthly payments of 22,222 rubles for three years. She mentioned that they plan to use these funds to improve their housing conditions.
Regional support measures are implemented as part of the "Osnova — Nizhny Novgorod Life Project," developed at the initiative of the governor of the Nizhny Novgorod region, Gleb Nikitin. The program was launched within the framework of the Family Five-Year Plan declared in the region for 2025–2030.
Conditions for receiving payments include at least three years of Russian citizenship for the recipient, registration of the child's birth with the Civil Registry Office of the Nizhny Novgorod region, and residence in the region throughout the entire payment period.

Supporting families with children is one of the key directions of the new national project "Family," launched in 2025 at the initiative of Russian President Vladimir Putin. The project is a continuation of previous national projects "Demography" and "Culture," and includes a wide range of measures aimed at developing family institutions, supporting the older generation, and improving accessibility and quality of medical care.
